1An Act to create 25.17 (1) (kw) and 25.62 of the statutes;
relating to: creation
2of a property tax relief fund and transferring moneys to that fund.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

(1) (kw) Property tax relief fund (s. 25.62);

625.62 Property tax relief fund. All moneys transferred from the general
7fund to the property tax relief fund constitute the property tax relief fund. Moneys
8in the fund are reserved to provide state property tax relief during the 1997-99 fiscal
9biennium.

Transfer to property tax relief fund. There is transferred on June 30,
121997, from the general fund to the property tax relief fund $160,000,000.

14(1) (a) In this subsection:

1 1. "General purpose revenues" has the meaning given under section 20.001 (2)
2(a) of the statutes.

3 2. "General purpose revenue — earned" has the meaning given under section
420.001 (4) of the statutes.

5(b) The department of health and social services shall, no later than June 1,
61996, certify to the cochairpersons of the joint committee on finance:

7 1. The total amount of cost savings from general purpose revenues that the
8department estimates will accrue to this state in the 1995-97 fiscal biennium
9attributable to a change in the treatment of federal funds matched by county funds
10under section 49.45 (6u) (b) 2. of the statutes and certified under section 49.45 (6u)
11(b) 2m. of the statutes.

12 2. The total amount of general purpose revenue — earned that the department
13estimates will accrue to this state in the 1995-97 fiscal biennium attributable to
14those federal welfare reform waiver savings, as defined in section 46.32 (1) (a) of the
15statutes, that result from welfare reform projects under the aid to families with
16dependent children program.

17(c) Notwithstanding
Section 3, if, within 14 working days after the
18certification under paragraph (b)
, the cochairpersons of the joint committee on
19finance do not notify the secretaries of health and social services and administration
20that the committee has scheduled a meeting for the purpose of reviewing the
21certification or if the committee approves the certification, the transfer under
22Section 3 is increased by the amount certified. If, within 14 working days after the
23certification under paragraph (b)
, the cochairpersons of the joint committee on
24finance notify the secretaries of health and social services and administration that
1the committee has scheduled a meeting for the purpose of reviewing the certification,
2the transfer under
Section 3 is increased by the amount approved by the committee.
