1Section 17. 14.20 of the statutes is created to read:
AB100-ASA1,20,2 214.20 Literacy improvement. (1) In this section:
AB100-ASA1,20,33 (a) "Local governmental unit" has the meaning given in s. 16.97 (7).
AB100-ASA1,20,44 (b) "Nonprofit organization" has the meaning given in s. 108.02 (19).
AB100-ASA1,20,7 5(2) From the appropriation under s. 20.525 (1) (f), the governor may provide
6a grant to any local governmental unit or nonprofit organization for support of a
7literacy improvement program.
AB100-ASA1,20,11 8(3) The governor shall cooperate with the department of administration in
9providing free books to organizations under s. 16.23 (1) and in seeking resources from
10foundations and private donors to support the department's function under s. 16.23
11(2).
AB100-ASA1,20,14 12(4) The governor shall accept requests from organizations qualifying under s.
1316.23 (1) to receive free books and forward them to the Public Enrichment
14Foundation.

AB100-ASA1, s. 23p 3Section 23p. 14.26 (6) of the statutes is amended to read:
AB100-ASA1,21,84 14.26 (6) The commission shall complete its activities and submit a final report
5regarding its activities to the governor, and to the legislature under s. 13.172 (2) no
6later than June 1, 1999. Upon acceptance of the report by the governor, the governor
7shall notify the director of the historical society of his or her acceptance of the report
8and
the commission shall cease to exist.
AB100-ASA1, s. 18 9Section 18. 14.40 (1) of the statutes is amended to read:
AB100-ASA1,21,1610 14.40 (1) Annually not later than July 1, each legislative, administrative and
11judicial agency of the state government shall submit to the secretary of state a list
12of all positions within that agency outside the classified service and above the clerical
13level, excluding the faculties under the jurisdiction of the board of regents of the
14University of Wisconsin System and the department of education public instruction,
15which are filled by appointment, and the term if there is one, together with the name
16of the incumbent and the date of his or her appointment.
AB100-ASA1, s. 19 17Section 19. 14.563 (title) of the statutes is repealed.
AB100-ASA1, s. 20 18Section 20. 14.563 (1) of the statutes is renumbered 15.103 (4) and amended
19to read:
AB100-ASA1,21,2320 15.103 (4) Division of trust lands and investments. There is created a division
21of trust lands and investments which is attached to the office of the state treasurer
22department of administration under s. 15.03. This division is under the direction
23and supervision of the board of commissioners of public lands.
AB100-ASA1, s. 21 24Section 21. 14.82 (1) (intro.) of the statutes is amended to read:

114.82 (1)Minnesota-Wisconsin. (intro.) There is created a commission of 5
2citizens nominated by the governor, and with the advice and consent of the senate
3appointed, for staggered 5-year terms, to represent this state on the joint
4Minnesota-Wisconsin boundary area commission. Any vacancy shall be filled for the
5balance of the unexpired term. To assist the commission, there is created a
6legislative advisory committee comprising 4 senators and 6 representatives to the
7assembly appointed as are the members of standing committees in their respective
8houses, and a technical advisory committee of 2 members appointed by the governor
9and one member each appointed by the governing board or head of the following
10agencies, to represent such agencies: the department of justice, the department of
11administration, the department of agriculture, trade and consumer protection, the
12department of natural resources, the department of health and family services, the
13public service commission, the department of tourism and the department of
14commerce. The members of the commission and the members of its advisory
15committees shall serve without compensation but shall be reimbursed for actual and
16necessary expenses incurred in the performance of their duties, from the
17appropriation made by s. 20.315 (1) (q), on vouchers approved by the Wisconsin
18member of the commission selected to serve as its chairperson or vice chairperson.
19All other expenses incurred by the commission in the course of exercising its powers
20and duties, unless met in some other manner specifically provided by statute, shall
21be paid by the commission out of its own funds.
AB100-ASA1, s. 22 22Section 22. 14.90 (2) of the statutes is amended to read:
AB100-ASA1,23,223 14.90 (2) The members of the commission shall serve without compensation
24but shall be reimbursed from the appropriation under s. 20.505 (3) (be) (a) for actual

1and necessary expenses incurred in the performance of their duties. The commission
2has the powers and duties granted and imposed under s. 39.80.
AB100-ASA1, s. 23 3Section 23. 14.90 (3) of the statutes is amended to read:
AB100-ASA1,23,64 14.90 (3) From the appropriation under s. 20.505 (3) (be) (a), the department
5of administration shall pay the costs of membership in and costs associated with the
6midwestern higher education compact.
AB100-ASA1, s. 24 7Section 24. Subchapter VI of chapter 14 [precedes 14.91] of the statutes is
8repealed.
AB100-ASA1, s. 25 9Section 25. 15.01 (2) of the statutes is amended to read:
AB100-ASA1,23,1910 15.01 (2) "Commission" means a 3-member governing body in charge of a
11department or independent agency or of a division or other subunit within a
12department, except for the education commission which shall consist of 11 members,
13the Wisconsin waterways commission which shall consist of 5 members, the parole
14commission which shall consist of 5 members and the Fox river management
15commission which shall consist of 7 members. A Wisconsin group created for
16participation in a continuing interstate body, or the interstate body itself, shall be
17known as a "commission", but is not a commission for purposes of s. 15.06. The parole
18commission created under s. 15.145 (1) shall be known as a "commission", but is not
19a commission for purposes of s. 15.06.
AB100-ASA1, s. 26 20Section 26. 15.01 (6) of the statutes is amended to read:
AB100-ASA1,24,621 15.01 (6) "Division," "bureau," "section" and "unit" means the subunits of a
22department or an independent agency, whether specifically created by law or created
23by the head of the department or the independent agency for the more economic and
24efficient administration and operation of the programs assigned to the department
25or independent agency. The office of justice assistance in the department of

1administration and the office of credit unions in the department of financial
2institutions have the meaning of "division" under this subsection. The office of
3health care information in the office of the commissioner of insurance, the
office of
4the long-term care ombudsman under the board on aging and long-term care and
5the office of educational accountability in the department of education public
6instruction
have the meaning of "bureau" under this subsection.
AB100-ASA1, s. 27 7Section 27. 15.02 (1) of the statutes is amended to read:
AB100-ASA1,24,108 15.02 (1) Separate constitutional offices. The governor, lieutenant governor,
9secretary of state, state superintendent of public instruction and state treasurer
10each head a staff to be termed the "office" of the respective constitutional officer.
AB100-ASA1, s. 28 11Section 28. 15.02 (3) (c) 2. of the statutes is amended to read:
AB100-ASA1,24,1712 15.02 (3) (c) 2. The principal subunit of the division is the "bureau". Each
13bureau shall be headed by a "director". The office of health care information in the
14office of the commissioner of insurance, the office of the long-term care ombudsman
15under the board on aging and long-term care and the office of educational
16accountability in the department of education public instruction have the meaning
17of "bureau" under this subdivision.
AB100-ASA1, s. 29 18Section 29. 15.06 (1) (a) of the statutes is amended to read:
AB100-ASA1,24,2219 15.06 (1) (a) Except as otherwise provided in this subsection and s. 15.37, the
20members of commissions shall be nominated by the governor, and with the advice
21and consent of the senate appointed, for staggered 6-year terms expiring on March

AB100-ASA1,25,106 15.06 (5) Frequency of meetings; place. Every commission shall meet on the
7call of the chairperson or a majority of its members, except that the education
8commission shall meet on the call of the chairperson or a majority of its voting
9members
. Every commission shall maintain its offices in Madison, but may meet or
10hold hearings at such other locations as will best serve the citizens of this state.
AB100-ASA1, s. 34 11Section 34. 15.06 (6) of the statutes is amended to read:
AB100-ASA1,25,1612 15.06 (6) Quorum. A majority of the membership of a commission constitutes
13a quorum to do business, except that a majority of the voting members of the
14education commission constitutes a quorum to do business and except that
vacancies
15shall not prevent a commission from doing business. This subsection does not apply
16to the parole commission.

25s. 15.155 (1) (a) 6. shall expire on May 1 of every even-numbered year and the terms

1of the other 3 members appointed under s. 15.155 (1) (a) 6. shall expire on May 1 of
2every odd-numbered year. The terms of the 3 members of the land and water
3conservation board appointed under s. 15.135 (4) (b) 2. shall expire on January 1.
4The term of the member of the land and water conservation board appointed under
5s. 15.135 (4) (b) 2m. shall expire on May 1 of an even-numbered year. The terms of
6members of the real estate board shall expire on July 1. The terms of the appraiser
7members of the real estate appraisers board and the terms of the auctioneer and
8auction company representative members of the auctioneer board shall expire on
9May 1 in an even-numbered year. The terms of the 4 members of the educational
10technology board appointed under s. 15.105 (26) (a) 1., 3., 6. and 9. shall expire on
11May 1 in an even-numbered year.
The terms of the members of the public intervenor
12board shall expire as provided in s. 15.345 (4) (b). The terms of 3 members of the
13gaming board appointed under s. 15.64 shall expire on July 1 of an even-numbered
14year and the terms of the other 2 members shall expire on July 1 of an odd-numbered
15year.
The terms of 4 of the members of the state emergency response board, except
16the administrator of the division of emergency management in the department of
17military affairs, shall expire on May 1 of each year.
AB100-ASA1, s. 45m 18Section 45m. 15.07 (1) (cm) of the statutes, as affected by 1997 Wisconsin Act
19.... (this act), is amended to read:
AB100-ASA1,27,1020 15.07 (1) (cm) The term of one member of the ethics board shall expire on each
