21may remain in the facility during the period of temporary protective placement if no
22other appropriate facility is available. The court may order psychotropic medication
23as a temporary protective service under this section if it finds that there is probable
24cause to believe the individual is not competent to refuse psychotropic medication
25and that the medication ordered will have therapeutic value and will not
1unreasonably impair the ability of the individual to prepare for and participate in
2subsequent legal proceedings. An individual is not competent to refuse psychotropic
3medication if, because of chronic mental illness, and after the advantages and
4disadvantages of and alternatives to accepting the particular psychotropic
5medication have been explained to the individual, one of the following is true:

8an alternative to placement. When ordering placement, the court, on the basis of the
9evaluation and other relevant evidence shall order the appropriate board specified
10under s. 55.02 or an agency designated by it to protectively place the individual.
11Placement by the appropriate board or designated agency shall be made in the least
12restrictive environment consistent with the needs of the person to be placed and with
13the placement resources of the appropriate board specified under s. 55.02. Factors
14to be considered in making protective placement shall include the needs of the person

16needed; the reasonableness of the placement given the cost and the actual benefits

21funds available. The county may not be required to provide funding, in addition to
22its funds that are required to be appropriated to match state funds, in order to

24commitment of a person in need of acute psychiatric treatment under s. 51.20 or
2551.45 (13). Placement may be made to such facilities as

(9) Loans. The council may loan money to any school district located
5within the city, or within which the city is wholly or partially located, in such sums
6as are needed by such district to meet the immediate expenses of operating the
7schools thereof, and the board of the district may borrow money from such city
8accordingly and give its note therefor. No such loan shall be made to extend beyond
9August 30 next following the making thereof or in an amount exceeding one-half of
10the estimated receipts for such district as certified by the
department of education 11state superintendent of public instruction and the local school clerk. The rate of
12interest on any such loan shall be determined by the city council.

(7) (a)
Grant of power. For the purpose of promoting health, safety,
15morals or the general welfare of the community, the council may regulate and restrict
16by ordinance, subject to
par. pars. (am) and (hm), the height, number of stories and
17size of buildings and other structures, the percentage of lot that may be occupied, the
18size of yards, courts and other open spaces, the density of population, and the location
19and use of buildings, structures and land for trade, industry, mining, residence or
20other purposes if there is no discrimination against temporary structures. This
21subsection and any ordinance, resolution or regulation enacted or adopted under this
22section, shall be liberally construed in favor of the city and as minimum
23requirements adopted for the purposes stated. This subsection may not be deemed
24a limitation of any power granted elsewhere.

(7) (am)
Limits on power, annexed territory. If a city annexes territory
2under s. 66.021 or 66.024, the city may not enact or enforce any zoning ordinance
3under this subsection, or temporarily designate the classification of annexed
4territory under s. 66.021 (7) (a) or 66.024 (5m), that affects the annexed territory for
5a period of 10 years after the annexation takes effect unless the city obtains written
6permission to do so from the town board of which the annexed territory was a part.
7Provisions of a county or town zoning ordinance that were applicable, before
8annexation, to such territory shall continue in effect and shall be enforced after
9annexation by the annexing city, unless the town board issues written permission for
10a zoning change as described in this paragraph.

(8) (d) If a city is served by the Illinois Fox River commission, and if the
13commission consents, the city may empower the commission by ordinance to
14administer the ordinance enacted under this section throughout the city, whether or
15not the area otherwise served by the commission includes all of that city. Section
1666.30 does not apply to this paragraph.
