Provide grants to one or more individuals or organizations in the private sector to conduct compulsive gambling awareness campaigns. Annually, the department shall develop a plan for the awarding of the grants and shall submit the proposed plan in writing to the joint committee on finance. If the cochairpersons of the committee do not notify the department that the committee has scheduled a meeting for the purpose of reviewing the proposed plan within 14 working days after the date of the department's submission, the department may award grants under this subsection. If, within 14 working days after the date of the department's submission, the cochairpersons of the committee notify the department that the committee has scheduled a meeting for the purpose of reviewing the proposed plan, the department may award grants under this subsection only upon approval of the committee.".

(2) (a) to (d). The department may not award a grant under this subsection to any entity or governing body that does not require written parental consent for the provision of family planning services, as defined in s. 253.07 (1) (b), to minors.".
