8statutes, the department of workforce development may promulgate rules required

11statutes, as affected by this act, but not to exceed the period authorized under section
12227.24 (1) (c) and (2) of the statutes. Notwithstanding section 227.24 (1) (a) and (2)
13(b) of the statutes, the department of workforce development need not provide
14evidence of the necessity of preservation of the public peace, health, safety or welfare
15in promulgating rules under this subsection.".

22with the board by means of electronic transmission and to permit members of the
23public to access the data base electronically.".

7legislature, in the manner provided under section 13.172 (2) of the statutes, on or

12committee may also submit proposed legislation that is necessary to implement the
13retirement research committee's recommendations.

5to the operating expenses of mass transit systems. The bureau shall submit its audit
6report to the joint committee on finance by December 31, 1998.".

15tangible personal property of the state emergency response board is transferred to

22emergency management in the department of military affairs to the extent allowed
23under the contract.

21Notwithstanding the requirement in section 281.58 (13) (d) of the statutes that a
22municipality, as defined in section 281.01 (6) of the statutes, submit a complete
23application no later than June 30 of the preceding fiscal year in order to be ranked
24on the clean water fund financial hardship assistance funding list for a fiscal year
1and notwithstanding the requirement in section 281.58 (9) (a) of the statutes, as
2affected by this act, that a municipality have an approved facility plan before
3submitting an application for clean water fund assistance, the department of natural
4resources shall rank a project of a town sanitary district that is eligible for clean
5water fund financial hardship assistance under section 281.58 (13) (b) of the
6statutes, as affected by this act, on the clean water fund financial hardship
7assistance funding list for the 1997-98 fiscal year if all of the following apply:

19$20,160,000 from the amount under section 281.59 (3e) (b) 1. of the statutes, as
20affected by this act, and the department of natural resources and the department of
21administration may allocate for clean water fund financial assistance other than
22financial hardship assistance an amount up to $70,040,000 from the amount under
23section 281.59 (3e) (b) 1. of the statutes, as affected by this act.

1(b) From the amount that the department of natural resources is authorized
2to allocate under paragraph (a) for clean water fund financial hardship assistance,

11may not exceed $10,000. Notwithstanding section 30.92 (4) (b) 2. of the statutes, as
12affected by this act, Richland County need not contribute any moneys to match the
13amount provided under this subsection. The amount expended under this
14subsection shall be considered an expenditure for an inland water project as provided
15in section 30.92 (4) (b) 6. of the statutes. This project need not be placed on the priority
16list under section 30.92 (3) (a) of the statutes. This subsection does not apply after
17June 30, 2000.".

23act, the department of public instruction, in the 1997-98 fiscal year, shall pay to each
24county handicapped children's education board whose aid under section 121.135 of
1the statutes in the 1996-97 school year was less than its aid under section 121.135
2of the statutes in the 1995-96 school year the amount by which its aid under section
3121.135 of the statutes in the 1996-97 school year was less than its aid under section
4121.135 of the statutes in the 1995-96 school year. If the appropriation under section
520.255 (2) (bi) of the statutes, as created by this act, is insufficient to pay the full
6amount of aid under this subsection, the moneys shall be prorated among the entitled
7county handicapped children's education boards.".

(7s) Report on debt service. Within 30 days after the effective date of this
10subsection, each school board shall submit to the department of public instruction

14of the school district operating under chapter 119 of the statutes.".
