9resources shall make a payment to each person who received a waste tire
10reimbursement grant under sections NR 555.08 to 555.12, Wisconsin Administrative
11Code, for waste tires used during 1995 if the grant was prorated. The payment may
12not exceed the amount by which the grant was reduced because it was prorated. The
13total amount of the payments under this paragraph may not exceed $1,135,700.

Emergency rules; certified remediation professionals. By February 1,
191998, the department of natural resources shall promulgate emergency rules under
20section 227.24 of the statutes implementing section 292.85 of the statutes, as created
21by this act. The emergency rules shall authorize a person to become a certified
22remediation professional by certifying to the department that the person possesses
23the minimum education and experience required under the rule for certified
24remediation professionals. Notwithstanding section 292.85 (4) (c) of the statutes, as
1created by this act, the department is not required to publish notice of applications
2for certificates under the emergency rule. A certificate issued under the emergency
3rule is valid until such time, as determined by the department, that a person may
4become certified under permanent rules promulgated by the department or until the
5certificate is revoked. Notwithstanding section 227.24 (1) (c) and (2) of the statutes,
6the emergency rules may remain in effect for a period not to exceed 2 years.
7Notwithstanding section 227.24 (1) (a) and (2) (b) of the statutes, the department
8need not provide evidence of the necessity of preservation of the public peace, health,
9safety or welfare in promulgating the rules under this subsection.".

(12f) Aid to Wisconsin Lake Schooner Education Association. From the
14appropriation under section 20.370 (5) (cq) of the statutes, as affected by this act, the
15department of natural resources shall provide financial assistance in an amount not
16to exceed $200,000 to the Wisconsin Lake Schooner Education Association for the
17construction of a tall sailing ship to represent this state as a part of the
18sesquicentennial of Wisconsin statehood in 1998. The department shall provide the
19assistance authorized under this subsection upon written agreement with the
20Wisconsin Lake Schooner Education Association to use the assistance for the
21purpose specified in this subsection. The agreement shall permit the Wisconsin Lake
22Schooner Education Association to be reimbursed for expenses incurred prior to the
23effective date of this subsection. This subsection does not apply after June 30, 1999.".

(2e) Computer study. The department of revenue shall conduct a study of the
16property tax treatment of computers. In conducting the study, the department of
17revenue shall examine the level of taxation of computers and related equipment; the
18impact of exempting that property from the property tax; mechanisms for
19compensating local governments for any tax base loss due to such an exemption,
20including state aid payments; and the creation of a corporate income tax and
21franchise tax credit for property taxes paid on computers and related equipment, as
22an alternative to providing a property tax exemption. The department of revenue
23shall submit its recommendations, in the form of proposed legislation, to the
24legislature on or before January 1, 1999.".

23construction was commenced on or before December 21, 1995, according to
1landscaping plans that the department has approved for the project before that
2date".

(1gss) Fond du Lac Avenue project. Of the amounts appropriated to the
6department of transportation under section 20.395 (3) (cq) of the statutes, as affected
7by this act, on the effective date of this subsection the department shall allocate
8$1,000,000 for preliminary engineering for and construction of the Fond du Lac
9Avenue project in the city of Milwaukee and for associated economic development.
10Notwithstanding section 20.001 (3) (c) of the statutes, if the department has not
11commenced preliminary engineering for the project on or before December 31, 1997,
12the funds allocated under this subsection shall lapse from the appropriation account
13under section 20.395 (3) (cq) of the statutes, as affected by this act, to the
14transportation fund.".

1STH 57 in Ozaukee and Sheboygan counties associated with widening STH 57 to 4

5amounts appropriated to the department of transportation under section 20.395 of
6the statutes, as affected by this act, are insufficient to finance increased costs for
7employe compensation, the department may make a request under section 13.10 of
8the statutes to the joint committee on finance at its first quarterly meeting in 1999
9to supplement the sum certain appropriations under section 20.395 of the statutes,
10as affected by this act, by not more than $300,000 in fiscal year 1998-99.
11Notwithstanding section 13.101 (3) (a) of the statutes, the committee is not required
12to find that an emergency exists prior to acting upon the request.".

18hygiene board and the member of the laboratory of hygiene board who represents
19occupational health laboratories who are appointed under that paragraph shall be
20initially appointed for terms expiring on May 1, 2000; and one of the additional

22be initially appointed for a term expiring on May 1, 2001.".

11on the basis of the estimated net balances of the general fund certified by the
12legislative fiscal bureau. If, within 14 working days after the date of the certification,
13the cochairpersons of the committee notify the secretary of administration that the
14committee has scheduled a meeting for the purpose of reviewing the amounts
15certified under paragraph (a) 1., the secretary of administration shall make the
16appropriation increases and transfers under paragraphs (c) and (d) only after the
17committee has notified the secretary of administration of the estimated net general
18fund balances approved by the committee, in which case the secretary of
19administration shall make the appropriation increases and transfers required under
20paragraphs (c) and (d) on the basis of the estimated net general fund balances
21approved by the committee.
