The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB768-ASA1, s. 1 12Section 1. 6.875 (1) (a) of the statutes is amended to read:
AB768-ASA1,18,1513 6.875 (1) (a) "Community-based residential facility" has the meaning given in
14s. 50.01 (1g), except that the term does not include a place where fewer than 10
15unrelated adults who are not related to the operator or administrator reside.
AB768-ASA1, s. 1m 16Section 1m. 13.48 (2) (f) of the statutes is amended to read:
AB768-ASA1,18,2217 13.48 (2) (f) The building commission may allocate funds from the state
18building trust fund or other sources available to them to equip any university of
19Wisconsin system center college campus, as defined in s. 36.05 (6m), if the facilities
20have been provided by the counties or other units of local government under s. 66.51
21or 67.04 and the operation of the center college campus has been approved by the
22board of regents of the university of Wisconsin system.
AB768-ASA1, s. 2 23Section 2. 13.63 (1) of the statutes is amended to read:

113.63 (1) Licenses. An application for a license to act as a lobbyist may be
2obtained from and filed with the board. An applicant shall include his or her social
3security number on the application.
The application shall be signed, under the
4penalty for making false statements under s. 13.69 (6m), by the lobbyist. Upon
5approval of the application and payment of the applicable license fee under s. 13.75
6(1) or (1m) to the board, the board shall issue a license which entitles the licensee to
7practice lobbying on behalf of each registered principal who or which has filed an
8authorization under s. 13.65 for that lobbyist and paid the authorization fee under
9s. 13.75 (4). The license shall expire on December 31 of each even-numbered year.
10The board shall not issue a license to an applicant who does not provide his or her
11social security number. The board shall not issue a license to an applicant or shall
12revoke any license issued to a lobbyist if the department of revenue certifies to the
13board that the applicant or lobbyist is liable for delinquent taxes under s. 73.0301.

14No application may be disapproved by the board except an application for a license
15by a person who is ineligible for licensure under this subsection or s. 13.69 (4) or an
16application by a
lobbyist whose license has been revoked under this subsection or s.
1713.69 (7) and only for the period of such ineligibility or revocation. Denial of a license
18on the basis of a certification by the department of revenue may be reviewed under
19s. 73.0301. Denial of any other license
may be reviewed under ch. 227.
