TO 1997 ASSEMBLY BILL 768

AB768-SA22,1,21 At the locations indicated, amend the bill, as shown by assembly substitute
2amendment 1, as follows:
AB768-SA22,1,4 31. Page 15, line 19: after the semicolon insert "collection of social security
4numbers from certain persons;".
AB768-SA22,1,5 52. Page 58, line 6: after that line insert:
AB768-SA22,1,7 6" Section 63wm. 29.09 (11m) (a) (intro.) and (d) 2. of the statutes, as created
7by 1997 Wisconsin Act 191, are amended to read:
AB768-SA22,1,128 29.09 (11m) Denial and revocation of approvals based on child support
9delinquency.
(a) Social security numbers required. (intro.) The Subject to pars. (am)
10and (e), the
department shall require an applicant who is an individual to provide
11his or her social security number as a condition of applying for, or applying to renew,
12any of the following approvals:

1(d) 2. As provided in the memorandum of understanding required under s.
249.857 (2) and subject to pars. (am) and (e), the department shall deny an application
3to issue or renew an approval specified in par. (a) 1. to 3. if the applicant for or the
4holder of the approval fails to provide his or her social security number as required
5under par. (a).
AB768-SA22, s. 63xg 6Section 63xg. 29.09 (11m) (am) of the statutes is created to read:
AB768-SA22,2,127 29.09 (11m) (am) Option to mail social security number to department. 1. If
8an individual applies for an approval that is described under par. (a) but not
9described under sub. (11r) (a), the department shall offer the individual the option
10of providing his or her social security number on a form provided by the department
11that shall be mailed to the department no later than the 7th day following the day
12on which the approval is issued.
AB768-SA22,2,1413 2. If an individual fails to mail the form under subd. 1. to the department within
14the time period specified under subd. 1., the department shall suspend the approval.
AB768-SA22, s. 63xt 15Section 63xt. 29.09 (11m) (e) of the statutes is created to read:
AB768-SA22,3,216 29.09 (11m) (e) Refusal for religious reasons. If an individual applies for an
17approval that is described under par. (a) but not described under sub. (11r) (a), if the
18individual objects to providing his or her social security number for seriously held
19religious convictions and if the individual completes, signs and dates a statement
20certifying the objection on a form provided by the department, the department may
21not deny the individual's application to provide his or her application to issue or
22renew the approval for failure to provide his or her social security number. The
23department shall instead assign the individual an alternative identification number.
24The department may not disclose an alternative identification number assigned

1under this paragraph to any person except to the department of workforce
2development for the sole purpose of administering s. 49.22.".
