SENATE AMENDMENT 22, TO 1997 ASSEMBLY BILL 768

AB768-SA22,1,2 At the locations indicated, amend the bill, as shown by assembly substitute amendment 1, as follows:

AB768-SA22,1,4 1. Page 15, line 19: after the semicolon insert "collection of social security numbers from certain persons;".

AB768-SA22,1,5 2. Page 58, line 6: after that line insert:

AB768-SA22,1,7 " Section 63wm. 29.09 (11m) (a) (intro.) and (d) 2. of the statutes, as created by 1997 Wisconsin Act 191, are amended to read:

AB768-SA22,1,12 29.09 (11m) Denial and revocation of approvals based on child support delinquency. (a) Social security numbers required. (intro.) The Subject to pars. (am) and (e), the department shall require an applicant who is an individual to provide his or her social security number as a condition of applying for, or applying to renew, any of the following approvals:

AB768-SA22,2,5 (d) 2. As provided in the memorandum of understanding required under s. 49.857 (2) and subject to pars. (am) and (e), the department shall deny an application to issue or renew an approval specified in par. (a) 1. to 3. if the applicant for or the holder of the approval fails to provide his or her social security number as required under par. (a).

AB768-SA22, s. 63xg Section 63xg. 29.09 (11m) (am) of the statutes is created to read:

AB768-SA22,2,12 29.09 (11m) (am) Option to mail social security number to department. 1. If an individual applies for an approval that is described under par. (a) but not described under sub. (11r) (a), the department shall offer the individual the option of providing his or her social security number on a form provided by the department that shall be mailed to the department no later than the 7th day following the day on which the approval is issued.

AB768-SA22,2,14 2. If an individual fails to mail the form under subd. 1. to the department within the time period specified under subd. 1., the department shall suspend the approval.

AB768-SA22, s. 63xt Section 63xt. 29.09 (11m) (e) of the statutes is created to read:

AB768-SA22,3,2 29.09 (11m) (e) Refusal for religious reasons. If an individual applies for an approval that is described under par. (a) but not described under sub. (11r) (a), if the individual objects to providing his or her social security number for seriously held religious convictions and if the individual completes, signs and dates a statement certifying the objection on a form provided by the department, the department may not deny the individual's application to provide his or her application to issue or renew the approval for failure to provide his or her social security number. The department shall instead assign the individual an alternative identification number. The department may not disclose an alternative identification number assigned under this paragraph to any person except to the department of workforce development for the sole purpose of administering s. 49.22.".
