AB768-SA29,2,2 2146.185 Minority health. (1) In this section:
AB768-SA29,2,43 (a) "African American" means a person whose ancestors originated in any of the
4black racial groups of Africa.
AB768-SA29,2,85 (b) "American Indian" means a person who is enrolled as a member of a
6federally recognized American Indian tribe or band or who possesses documentation
7of at least one-fourth American Indian ancestry or documentation of tribal
8recognition as an American Indian.
AB768-SA29,2,109 (c) "Asian" means a person whose ancestors originated in Asia south and
10southeast of the Himalayas and west of Wallace's Line in the Malay Archipelago.
AB768-SA29,2,1211 (d) "Economically disadvantaged" means having an income that is at or below
12125% of the poverty line.
AB768-SA29,2,1513 (e) "Hispanic" means a person of any race whose ancestors originated in
14Mexico, Puerto Rico, Cuba, Central America or South America or whose culture or
15origin is Spanish.
AB768-SA29,2,1616 (f) "Minority group member" means any of the following:
AB768-SA29,2,1717 1. An African American.
AB768-SA29,2,1818 2. An American Indian.
AB768-SA29,2,1919 3. A Hispanic.
AB768-SA29,2,2020 4. An Asian.
AB768-SA29,2,2221 (g) "Poverty line" means the nonfarm federal poverty line for the continental
22United States, as defined by the federal department of labor under 42 USC 9902 (2).
AB768-SA29,2,2323 (h) "State agency" has the meaning given in s. 16.004 (12) (a).
AB768-SA29,2,24 24(2) The department shall do all of the following:

1(a) Identify the barriers to health care that prevent economically
2disadvantaged minority group members in this state from participating fully and
3equally in all aspects of life.
AB768-SA29,3,54 (b) Conduct statewide hearings on issues of concern to the health interests of
5economically disadvantaged minority group members.
AB768-SA29,3,86 (c) Review, monitor and advise all state agencies with respect to the impact on
7the health of economically disadvantaged minority group members of current and
8emerging state policies, procedures, practices, statutes and rules.
AB768-SA29,3,139 (d) Work closely with all state agencies, including the University of Wisconsin
10System and the technical college system, with the private sector and with groups
11concerned with issues of the health of economically disadvantaged minority group
12members to develop long-term solutions to health problems of minority group
13members.
AB768-SA29,3,1514 (e) Disseminate information on the status of the health of economically
15disadvantaged minority group members in this state.
AB768-SA29,3,2016 (f) Encourage economically disadvantaged minority group members who are
17students to enter career health care professions, by developing materials that are
18culturally sensitive and appropriate and that promote health care professions as
19careers, for use by the University of Wisconsin System, the technical college system
20and the Medical College of Wisconsin in recruiting the students.
AB768-SA29,3,2521 (g) Submit a biennial report on the activities of the department under this
22section that includes recommendations on program policies, procedures, practices
23and services affecting the health status of economically disadvantaged minority
24group members, to the appropriate standing committees under s. 13.172 (3) and to
25the governor.

1(3) From the appropriation under s. 20.435 (1) (cs), the department shall award
2grants for activities to improve the health status of economically disadvantaged
3minority group members. A person may apply, in the manner specified by the
4department, for a grant of up to $20,000 to conduct these activities. A grant awarded
5under this subsection may not exceed 50% of the cost of the activities. An applicant's
6required contribution for a grant may consist of funding or an in-kind contribution.".

AB768-SA29,4,13 8"(8xc) Minority health grants. In the schedule under section 20.005 (3) of the
9statutes for the appropriation to the department of health and family services under
10section 20.435 (1) (a) of the statutes, as affected by the acts of 1997, the dollar amount
11is increased by $22,500 for fiscal year 1998-99 to increase the authorized FTE
12positions for the department by 0.5 GPR position on July 1, 1998, for the performance
13of minority health program services.
AB768-SA29,4,1814 (8yc) Minority health. In the schedule under section 20.005 (3) of the statutes
15for the appropriation to the department of health and family services under section
1620.435 (1) (a) of the statutes, as affected by the acts of 1997, the dollar amount is
17increased by $2,500 for fiscal year 1998-99 to increase funding for a one-time
18expenditure for permanent property.".
