SENATE AMENDMENT 29, TO 1997 ASSEMBLY BILL 768

AB768-SA29,2,2 146.185 Minority health. (1) In this section:

AB768-SA29,2,4 (a) "African American" means a person whose ancestors originated in any of the black racial groups of Africa.

AB768-SA29,2,8 (b) "American Indian" means a person who is enrolled as a member of a federally recognized American Indian tribe or band or who possesses documentation of at least one-fourth American Indian ancestry or documentation of tribal recognition as an American Indian.

AB768-SA29,2,10 (c) "Asian" means a person whose ancestors originated in Asia south and southeast of the Himalayas and west of Wallace's Line in the Malay Archipelago.

AB768-SA29,2,12 (d) "Economically disadvantaged" means having an income that is at or below 125% of the poverty line.

AB768-SA29,2,15 (e) "Hispanic" means a person of any race whose ancestors originated in Mexico, Puerto Rico, Cuba, Central America or South America or whose culture or origin is Spanish.

AB768-SA29,2,16 (f) "Minority group member" means any of the following:

AB768-SA29,2,17 1. An African American.

AB768-SA29,2,18 2. An American Indian.

AB768-SA29,2,19 3. A Hispanic.

AB768-SA29,2,20 4. An Asian.

AB768-SA29,2,22 (g) "Poverty line" means the nonfarm federal poverty line for the continental United States, as defined by the federal department of labor under 42 USC 9902 (2).

AB768-SA29,2,23 (h) "State agency" has the meaning given in s. 16.004 (12) (a).

AB768-SA29,2,24 (2) The department shall do all of the following:

AB768-SA29,3,3 (a) Identify the barriers to health care that prevent economically disadvantaged minority group members in this state from participating fully and equally in all aspects of life.

AB768-SA29,3,5 (b) Conduct statewide hearings on issues of concern to the health interests of economically disadvantaged minority group members.

AB768-SA29,3,8 (c) Review, monitor and advise all state agencies with respect to the impact on the health of economically disadvantaged minority group members of current and emerging state policies, procedures, practices, statutes and rules.

AB768-SA29,3,13 (d) Work closely with all state agencies, including the University of Wisconsin System and the technical college system, with the private sector and with groups concerned with issues of the health of economically disadvantaged minority group members to develop long-term solutions to health problems of minority group members.

AB768-SA29,3,15 (e) Disseminate information on the status of the health of economically disadvantaged minority group members in this state.

AB768-SA29,3,20 (f) Encourage economically disadvantaged minority group members who are students to enter career health care professions, by developing materials that are culturally sensitive and appropriate and that promote health care professions as careers, for use by the University of Wisconsin System, the technical college system and the Medical College of Wisconsin in recruiting the students.

AB768-SA29,3,25 (g) Submit a biennial report on the activities of the department under this section that includes recommendations on program policies, procedures, practices and services affecting the health status of economically disadvantaged minority group members, to the appropriate standing committees under s. 13.172 (3) and to the governor.

AB768-SA29,4,6 (3) From the appropriation under s. 20.435 (1) (cs), the department shall award grants for activities to improve the health status of economically disadvantaged minority group members. A person may apply, in the manner specified by the department, for a grant of up to $20,000 to conduct these activities. A grant awarded under this subsection may not exceed 50% of the cost of the activities. An applicant's required contribution for a grant may consist of funding or an in-kind contribution.".

AB768-SA29,4,13 "(8xc) Minority health grants. In the schedule under section 20.005 (3) of the statutes for the appropriation to the department of health and family services under section 20.435 (1) (a) of the statutes, as affected by the acts of 1997, the dollar amount is increased by $22,500 for fiscal year 1998-99 to increase the authorized FTE positions for the department by 0.5 GPR position on July 1, 1998, for the performance of minority health program services.

In the schedule under section 20.005 (3) of the statutes for the appropriation to the department of health and family services under section 20.435 (1) (a) of the statutes, as affected by the acts of 1997, the dollar amount is increased by $2,500 for fiscal year 1998-99 to increase funding for a one-time expenditure for permanent property.".
