AB133-ASA1,463,5 25.156 (2) The investment board shall employ an executive director, who shall serve outside the classified service. The executive director shall be qualified by training and prior experience to manage, administer and direct the investment of funds. The investment board shall fix the compensation of the executive director, and may award bonus compensation as authorized under sub. (6).

The internal auditor shall report directly to the board and, subject to authorization under s. 16.505, shall appoint all employes necessary to carry out the duties of the internal auditor. The internal auditor shall appoint all employes outside the classified service, except blue collar and clerical employes. AB133-ASA1, s. 701 Section 701. 25.18 (2) (e) of the statutes is amended to read:

AB133-ASA1,464,22 25.18 (2) (e) Contract with and delegate to investment advisers the management and control over assets from any fund or trust delivered to such investment advisers for investment in real estate, mortgages, equities, debt of foreign corporations and debt of foreign governments, and pay such advisers fees from the current income of the fund or trust being invested. No more than 15% 20% of the total assets of the fixed retirement investment trust or 15% 20% of the total assets of the variable retirement investment trust may be delivered to investment advisers. The board shall set performance standards for such investment advisers, monitor such investments to determine if performance standards are being met and if an investment adviser does not consistently meet the performance standards then terminate the contract with such investment adviser.

AB133-ASA1, s. 701m Section 701m. 25.186 of the statutes is created to read:

AB133-ASA1,464,24 25.186 Broker-dealers located in this state. (1) In this section:

AB133-ASA1,464,25 (a) "Broker-dealer" has the meaning given in s. 551.02 (3).

AB133-ASA1,465,3 (b) "Securities trading brokerage commission" means any commission or fee paid on or for a brokered security transaction, a purchase of a security or any other kind of trade of a security.

AB133-ASA1,465,4 (c) "Security" has the meaning given in s. 551.02 (13).

AB133-ASA1,465,9 (2) (a) Of the total funds that are expended by the board for securities trading brokerage commissions in any fiscal year, the board shall pay at least 5% of the total funds in securities trading brokerage commissions to broker-dealers that are licensed under s. 551.31, that are headquartered in this state and whose principal business operations are located in this state.

AB133-ASA1,465,12 (b) For the purpose of satisfying the requirement under par. (a), the board may not include any securities trading brokerage commissions paid to minority financial advisers and minority investment firms under s. 25.185.

AB133-ASA1,465,17 (3) Annually, no later than September 30, the board shall submit a report to the department of administration documenting the amount of moneys expended in the preceding fiscal year by the board for securities trading brokerage commissions and the amount of moneys paid in the preceding fiscal year for securities trading brokerage commissions to broker-dealers under sub. (2) (a).

AB133-ASA1,466,6 (1) All gifts, grants or bequests made to the natural resources land endowment fund. The department of natural resources may convert any noncash gift, grant or bequest into cash for deposit into the fund.

All moneys appropriated under s. ss. 20.510 (1) (c) and 20.855 (4) (b) together with all moneys reverting to the state under s. 11.50 (8) and all gifts, bequests and devises received under s. 11.50 (13) constitute the Wisconsin election campaign fund, to be expended for the purposes of s. 11.50. All moneys in the fund not disbursed by the state treasurer shall continue to accumulate indefinitely.

AB133-ASA1, s. 717r Section 717r. 25.61 of the statutes, as affected by 1995 Wisconsin Act 351, section 4m, 1997 Wisconsin Act 36, section 5, and 1999 Wisconsin Act .... (this act), is repealed and recreated to read:

AB133-ASA1,470,4 25.61 VendorNet fund. There is created a separate nonlapsible trust fund designated as the VendorNet fund consisting of all revenues accruing to the state from fees assessed under s. 16.701 and from gifts, grants and bequests made for the purposes of s. 16.701 and moneys transferred to the fund from other funds.

AB133-ASA1, s. 717t Section 717t. 25.66 of the statutes is created to read:

AB133-ASA1,470,7 25.66 Tobacco control fund. (1) There is created a separate nonlapsible trust fund, known as the tobacco control fund, to consist of the following:

AB133-ASA1,470,9 (a) The first $2,492,000 of the moneys received in fiscal year 1999-2000 under the Attorneys General Master Tobacco Settlement Agreement of November 23, 1998.

AB133-ASA1,470,12 (b) Beginning in fiscal year 2000-01, the first $26,600,000 of the moneys received each year under the Attorneys General Master Tobacco Settlement Agreement of November 23, 1998.

AB133-ASA1,470,14 (2) Amounts in the fund may be distributed only for the purposes specified in s. 255.15.

AB133-ASA1, s. 718 Section 718. 25.80 of the statutes is amended to read:

AB133-ASA1,470,18 25.80 Tuition trust fund. There is established a separate nonlapsible trust fund designated as the tuition trust fund, consisting of all revenue from enrollment fees and the sale of tuition units under s. 16.24 14.63.

AB133-ASA1, s. 718g Section 718g. 26.08 (2) (a) of the statutes is amended to read:

AB133-ASA1,470,21 26.08 (2) (a) Except as provided under pars. (b) and (c) to (d), the department may lease state park land or state forest land for terms not exceeding 15 years.

AB133-ASA1, s. 718r Section 718r. 26.08 (2) (d) of the statutes is created to read:

AB133-ASA1,470,25 26.08 (2) (d) The department may lease Northern Highland American Legion State Forest land on Statehouse Lake in the town of Manitowish Waters for the North Lakeland Discovery Center for a term not exceeding 30 years.
