8public peace, health, safety or welfare in promulgating the rules under this

21section 20.380 (1) (kg) of the statutes, as created by this act, the department of
22tourism shall make a grant of $75,000 in fiscal year 1999-2000 to the department
23of natural resources for the purpose of completing the upgrading of Aztalan State
24Park, including the development of an overall public education and research
25strategy, as well as a long-term interpretive and management plan that includes

1establishing an interpretive visitor's center, opening other portions of the site to the
2public and using visual effects to enhance the experience of visitors to the park. The
3state historical society shall work with management personnel of Aztalan State Park
4to facilitate timely completion of the upgrade. The department of natural resources
5shall deposit the grant proceeds in the appropriation account under section 20.370
6(1) (mk) of the statutes.

AB133-SSA1,1549,13 8(2) Richard I. Bong air museum. Of the amounts appropriated to the
9department of transportation under section 20.395 (2) (nx) of the statutes, the
10department shall award a grant of $1,000,000 in fiscal year 1999-2000 to the city of
11Superior for the purpose of constructing the Richard I. Bong air museum in Superior,
12except that the amount of the grant awarded under this subsection may not exceed
1380% of the costs of constructing the air museum.

15Notwithstanding section 20.928 of the statutes, the department of transportation is
16not entitled to any supplements for unbudgeted compensation adjustments under
17section 20.928 of the statutes for the 1999-2001 fiscal biennium for any position
18funded from the appropriation under section 20.395 (3) (bq) of the statutes, except
19for any supplement that exceeds an adjustment increase for that position above the
20level established for fiscal year 1998-99 of 5.8% in fiscal year 1999-2000 and 6.1%
21in fiscal year 2000-01, as determined by the secretary of administration, and for any
22position funded from the appropriation under section 20.395 (3) (cq) of the statutes,
23as affected by this act, except for any supplement that exceeds an adjustment

1in fiscal year 1999-2000 and 3% in fiscal year 2000-01, as determined by the
2secretary of administration.

4appropriated to the department of transportation under section 20.395 (2) (nx) of the
5statutes, the department shall allocate $190,400 in the 1999-2001 fiscal biennium
6to the city of Park Falls for the Flambeau River Recreational Bridge project.
AB133-SSA1,1550,12 7(2h) Little Lake Butte des Morts Trestle Trail Causeway project. Of the
8amounts appropriated to the department of transportation under section 20.395 (2)
9(nx) of the statutes, the department shall allocate $80,000 in the 1999-2001 fiscal
10biennium to the city of Menasha for the Little Lake Butte des Morts Trestle Trail
11Causeway project, except that the amount allocated under this subsection may not
12exceed 50% of the costs of the project.
AB133-SSA1,1550,17 13(3) Milwaukee lakeshore bicycle and pedestrian facilities grants. The
14department of transportation shall award grants from the appropriation under
15section 20.395 (2) (ny) of the statutes, as created by this act, to the department of
16natural resources for the purpose of constructing pedestrian and bicycle facilities
17along Lake Michigan in the city of Milwaukee.

19(1) of the statutes, before approving any other project to receive federal funds
20distributed under section 85.245 of the statutes, the secretary of transportation shall
21approve the Kinnickinnic River Bike Trail project in the city of Milwaukee to receive
22federal funds distributed under section 85.245 of the statutes if the project is
23consistent with the requirements of 23 USC 149 and regulations promulgated under
2423 USC 149.

1(3m) Annual outdoor advertising sign permit fee. If the department of
2transportation establishes an annual fee under section 84.30 (10m) of the statutes,
3as created by this act, during the 1999-2001 fiscal biennium, the department shall
4design the fee to collect not more than $510,000 in fiscal year 2000-01.
AB133-SSA1,1551,11 5(3v) Proposals for transportation planning, access and infrastructure
6improvements.
Notwithstanding section 16.42 (1) of the statutes, the department of
7transportation shall work with the city of Green Bay, the city of La Crosse, the city
8of Milwaukee and the city of Oshkosh to develop proposals for transportation
9planning, access and infrastructure improvements for inclusion in the department's
10submission under section 16.42 of the statutes for the purposes of the 2001-03
11biennial budget act.

AB133-SSA1,1552,2320 (6) Radio services positions. The authorized FTE positions for the department
21of transportation are increased by 7.0 SEG positions, to be funded from the
22appropriation under section 20.395 (5) (dq) of the statutes, as affected by this act, for
23the performance of duties primarily related to radio services.
AB133-SSA1,1553,3 24(7c) Hartford Heritage Auto Museum. Notwithstanding section 86.91 (1) of
25the statutes, as affected by this act, the department of transportation shall erect

1directional signs along USH 41 near the interchange with STH 60 for the Hartford
2Heritage Auto Museum located in Hartford in Washington County. The department
3may not charge any fee related to signs erected under this subsection.
AB133-SSA1,1553,7 4(7d) Airport perimeter fencing. Notwithstanding section 114.34 (1) and (3)
5of the statutes, the department of transportation shall provide a 20% match to any
6federal funds received during the 1999-2001 fiscal biennium for the construction of
7airport perimeter fencing.
AB133-SSA1,1553,13 8(7e) Meehan Station historic site. The secretary of transportation shall
9allocate not more than $14,900 in fiscal year 1999-2000 from the appropriation
10under section 20.395 (3) (cq) of the statutes, as affected by this act, for directional

12information materials relating to the Meehan Station historic site located 6 miles
13west of Plover in Portage County.

15transportation shall install traffic control signals at the intersection of USH 8 and
16218th Street in the city of St. Croix Falls in Polk County.

18shall, under section 84.295 (2) of the statutes, study whether Tolles Road in Rock
19County should be added to the state trunk highway system, and, by June 30, 2000,
20submit a report presenting the results of that study to the governor, and to the
21legislature in the manner provided under section 13.172 (2) of the statutes.

23install sidewalks along both sides of STH 54 between 32nd Street and 48th Street

4Affairs and the Department of Urban and Regional Planning of the University of
5Wisconsin-Madison are requested to conduct a study comparing the expected costs

7returns of developing an uncontaminated property.
AB133-SSA1,1557,15 8(2t) Ginseng research. Notwithstanding section 16.50 (1) (a) and (2) of the
9statutes, the secretary of administration shall require submission of expenditure
10estimates from the board of regents of the University of Wisconsin System for
11ginseng research under section 20.285 (1) (qd) of the statutes, as created by this act,
12and shall not approve any expenditure estimates for ginseng research in the
131999-2001 fiscal biennium unless the board of regents receives funds from the
14Ginseng Board of Wisconsin equal to 20% of the amount appropriated under section
1520.285 (1) (qd) of the statutes, as created by this act.
AB133-SSA1,1557,24 16(2w) Overseas market study. In the 2000-01 fiscal year, the University of
17Wisconsin-Milwaukee shall conduct a market research and feasibility study related
18to expanding the programming and the presence of the University of Wisconsin
19System overseas. The study shall not include the feasibility of purchasing overseas
20real estate. The board of regents of the University of Wisconsin System shall allocate
21$250,000 from the appropriation under section 20.285 (1) (a) of the statutes for the
22study. Upon completion of the study, the University of Wisconsin-Milwaukee shall
23submit a copy of a report summarizing its findings to the governor, and to the
24legislature in the manner provided under section 13.172 (2) of the statutes.

1(3m) Funding of 1999-2001 University of Wisconsin System faculty and

. Notwithstanding section 16.505 (4) (b) of the
3statutes, for employes who are eligible to receive compensation adjustments under
4section 230.12 (3) (e) of the statutes, the board of regents of the University of
5Wisconsin System may use moneys appropriated under section 20.285 (1) (im) of the
6statutes to pay for the compensation adjustments approved under section 230.12 (3)
7(e) of the statutes for the 1999-2001 fiscal biennium, but only up to an amount that
8equals the difference between the amount that the University of Wisconsin System,
9under section 20.928 (1) of the statutes, certifies is needed under section 20.865 (1)
10(ci), (d), (ic) and (j) of the statutes to fully fund the compensation adjustments and
11the amount that the secretary of administration determines is required under
12section 20.865 (1) (ci), (d), (ic) and (j) of the statutes to pay for the compensation
