11estate transfer form and, based on that identification, develop a simplified real estate

13(b) By January 1, 2000, the department of revenue shall submit the simplified
14real estate transfer form developed under paragraph (a) to the cochairpersons of the
15joint committee on finance. If the cochairpersons of the committee do not notify the
16department within 14 working days after the date of the form's submittal that the
17committee has scheduled a meeting for the purpose of reviewing the form, the form
18may be implemented as proposed by the department. If, within 14 working days after
19the date of the form's submittal, the cochairpersons of the committee notify the
20department that the committee has scheduled a meeting for the purpose of reviewing
21the proposed form, the form may be implemented only upon approval of the
22committee.".

(3mv) Shared revenue distribution.

1(a) Notwithstanding section 79.03 of the statutes, for the year 2000, the
2department of revenue shall calculate the shared revenue payments under section
379.03 (4) of the statutes, as affected by this act, based on the total shared revenue
4distribution to municipalities of $761,478,000 and the total shared revenue
5distribution to counties of $168,981,800. The department of revenue shall then
6increase the shared revenue payments for all municipalities and counties by a
7uniform percentage so that the total amount of shared revenue payments under
8section 79.03 (4) of the statutes distributed to municipalities is $791,937,100 in the
9year 2000 and the total amount of shared revenue payments under section 79.03 (4)
10of the statutes distributed to counties is $175, 741,100.

12municipalities and counties in 2001, the base amount for determining the minimum
13and maximum entitlement under section 79.03 (3c) of the statutes is the total shared

3training center and conference rooms.".

(2c) Grants for Fort Folle Avoine. From the appropriation under section
620.380 (1) (kg) of the statutes, as created by this act, the department of tourism shall
7make a grant of $100,000 in fiscal year 1999-2000 and a grant of $100,000 in fiscal
8year 2000-01 to the Burnett County Historical Society for educational
9programming, marketing and advertising costs for Fort Folle Avoine. Within 6
10months after spending the full amount of each grant, the Burnett County Historical
11Society shall submit a report to the department of tourism detailing the use of the
12grant proceeds.".

(3e) Grant to St. Croix Valley Tourism Alliance. From the appropriation
15under section 20.380 (1) (kg) of the statutes, as created by this act, the department

17Valley Tourism Alliance. Within 6 months after spending the full amount of the
18grant, the St. Croix Valley Tourism Alliance shall submit a report to the department
19of tourism detailing the use of the grant proceeds.".

22(a) In this subsection, "eligible recipient" means any of the following:

5business referral system. In awarding the grants, the department shall consider all

(a) Notwithstanding section 16.505 (1) of the statutes, during the 1999-2001
13fiscal biennium, the board of regents of the University of Wisconsin System may
14propose to increase its authorized FTE positions that are funded, in whole or in part,
15with general purpose revenues by not more than 1% above the level authorized for
16the board under section 16.505 (1) of the statutes. The board shall submit any
17proposal under this subsection to the secretaries of administration and employment
18relations for approval, together with its methodology for accounting for the cost of
19funding these positions. The secretaries of administration and employment
20relations may only approve a proposal if the incremental costs for these positions, as
21determined by the secretaries of administration and employment relations, are not
22to be included in any subsequent request submitted by the board under section 16.42
23(1) of the statutes, as affected by this act. If the secretaries of administration and
24employment relations jointly approve the proposal, the positions are authorized.

14integrated environmental studies and shall not approve any expenditure estimates
15for the Gaylord Nelson chair of integrated environmental studies in the 1999-2000
16fiscal biennium unless the board of regents receives a $1,000,000 match in private

23Wisconsin System, including a plan to coordinate the transfer of credits for
24additional programs, and a timetable for implementation of the plan.".

(2nx) Reorganization of the division of vocational rehabilitation. Not later
11than June 30, 2001, the division of vocational rehabilitation shall submit to the
12secretary of workforce development a plan to reorganize the division. The plan shall
13include a reduction in the number of program assistant supervisors and an increase
14in the number of program assistants to provide support for rehabilitation counselors.
15The plan shall also include a provision to convert, at the division's discretion and
16based on local management and labor input, vacant program assistant supervisor
17positions to rehabilitation counselor positions or other direct service positions in
18areas with high caseloads.".

(3mm) Child care and development block grant funds. No later than
22September 1, 1999, the department of workforce development shall identify all
23existing general purpose revenues that may be used to match federal child care and
1development block grant funds. The department shall prepare a plan to maximize

3department of health and human services no later than October 1, 1999. No later
4than 60 days after the secretary of the federal department of health and human
5services approves the plan, the department shall submit to the joint committee on
6finance a plan for expanding child care.".

18Wisconsin works agencies, as required under section 49.143 (2) (es) of the statutes,
19as created by this act.".

(mx) Wage claim liens. Notwithstanding section 109.09 (2) (c), 1997 stats., a
22lien that exists under section 109.09 (2) (a), 1997 stats., on the day before the effective
23date of this subsection takes precedence over all other debts, judgments, decrees,
24liens or mortgages against an employer that originated before that lien took effect,
1except a lien of a financial institution, as defined in section 69.30 (1) (b) of the
2statutes, or a lien under section 292.31 (8) (i) or 292.81 of the statutes.".
