4"Whereas, if a coordinated electoral schedule among the states does not come
5to pass, it would enhance voter participation in this state, strengthen the political
6process in this state and protect the rights of this state to hold the presidential
7preference primary in this state on the date of the Spring primary; now, therefore,

1Resolved, That the legislature agrees in principle with the concept that, if at
2least 25 other states fail to adopt or support such a system by January 1, 2002,
3legislation should be enacted to change the date of the presidential preference
4primary in this state to the date of the Spring primary and to create a procedure
5under which, if all states bordering on this state other than Iowa will hold concurrent
6presidential primaries, the state elections board will promulgate rules to change the
7date of the presidential preference primary in this state to coincide with the date of
8the presidential primary in those states.".
