(2) Report on proposed tunnel project. The department of administration
7shall submit a report to the joint committee on finance concerning any proposed
8tunnel between the capitol building and any building facing Main Street in the city
9of Madison that is wholly or partially owned or leased by the state. The report shall
10include information about the proposed design and usage of the tunnel and the
11personnel who would have access to the tunnel.

12(3) Funding for tunnel construction. Notwithstanding section 18.04 (2) of
13the statutes, the building commission shall not authorize any public debt to be
1contracted under section 20.866 (2) (y) of the statutes, as affected by this act, or any
2other public debt to be contracted, for the purpose of constructing any tunnel
3specified in subsection (2) until the cochair persons of the joint committee on finance
4notify the secretary of the building commission that the report required under
5subsection (2) has been submitted and approved by the committee.".
