5(a) In this subsection, "head" has the meaning given in section 15.01 (8) of the
6statutes.

7(b) Notwithstanding sections 20.923, 230.10, and 230.12 of the statutes and
8any action of the joint committee on employment relations relating to salary
9adjustments for any state officer or head, unless otherwise prohibited under the
10Wisconsin constitution, beginning on January 6, 2003, no state officer or head may
11receive a salary that is greater than 85% of the salary paid to the officer or head on
12the effective date of this paragraph for any period before July 1, 2005, unless the
1state officer or head is appointed to a position different from the position that the
2officer or head held on the effective date of this paragraph.

3(c) Notwithstanding sections 20.923, 230.10, and 230.12 of the statutes and any
4action of the joint committee on employment relations relating to salary adjustments
5for any state officer or nonrepresented state employee, no person appointed to a state
6officer position or to the position of head on or after the effective date of this
7paragraph, but before July 1, 2005, may receive a salary that is at a rate greater than
8the rate paid to his or her predecessor in that position.".
