Study of the institution of the legislature. The joint legislative council
4shall study the manner in which campaigns for election to legislative office are
5financed and the process by which legislation is considered by the legislature and
6shall prepare proposed legislation with a view toward reforming the institution of the
7legislature in the public interest. The joint legislative council shall report its
8findings, conclusions, and recommendations, together with draft legislation
9required to implement the recommendations, to the legislature in the manner
10provided under section 13.172 (2) of the statutes by August 1, 2002. If legislation
11substantially identical to that prepared by the joint legislative council is not enacted
12by September 10, 2002, the question of enactment shall be submitted at a statewide
1referendum held at the 2002 general election. The joint legislative council shall
2prepare the question for any referendum required under this subsection.".
