(2) Property tax exemption for air carrier companies. The property of an air
6carrier company, as defined in section 70.11 (41) (a) 1. of the statutes, as created by
7this act, is exempt from taxation under section 70.11 (41) of the statutes, as created
8by this act, if all of the following conditions are met:

9(a) Not later than the first day of the 6th month beginning after the effective
10date of this paragraph, the air carrier company submits to the department of
11transportation a passenger bill of rights that specifies the responsibilities, duties,
12and liabilities of the air carrier company toward its passengers.

1(b) Not later than the first day of the 9th month beginning after the effective
2date of this paragraph, the department of transportation submits to the
3cochairpersons of the joint committee on finance the passenger bill of rights, with its
4recommendation. If the cochairpersons of the committee do not notify the secretary
5of transportation that the committee has scheduled a meeting for the purpose of
6reviewing the passenger bill of rights within 14 days after the date of submission of
7the passenger bill of rights, the conditions of this subsection have been met for
8purposes of section 70.11 (41) of the statutes, as created by this act. If, within 14 days
9after the date of submission of the passenger bill of rights, the cochairpersons of the
10committee notify the secretary that the committee has scheduled a meeting for the
11purpose of reviewing the passenger bill of rights, the conditions of this subsection
12have not been met for purposes of section 70.11 (41) of the statutes, as created by this
13act, until the committee approves the passenger bill of rights.".
