2lumber salvaging by the Forest Products Laboratory of the U.S. Department of

prefatory note: This joint resolution was prepared for the joint legislative
council's special committee on the historic building code. The joint legislative council
established the special committee and directed it to study the Wisconsin historic building
code and its administration to ensure that the code effectively facilitates practical,
cost-effective and safe historic rehabilitation projects, as well as any related issues.

Whereas, during the last century, millions of residential homes, commercial
5and industrial buildings, bridges, and other structures have been built from sawn
6lumber; and

Whereas, many of these structures are being demolished, resulting in the loss
8of old growth, high quality lumber potentially available for reuse; and

Whereas, maximizing the reuse of lumber from demolished structures has
10many positive environmental consequences such as reducing the volume of
1construction waste disposed of in landfills, conserving natural resources, and easing
2the pressure to harvest existing forested land; and

3Whereas, the reuse of lumber salvaged from buildings depends on having viable
4techniques for salvage operations and ready markets for used lumber; and

Whereas, the Forest Products Laboratory of the U.S. Department of
6Agriculture Forest Service in Madison, Wisconsin, is involved in research projects for
7deconstruction of surplus military buildings, including those at Badger Army
8Ammunition Plant; and

Whereas, these research projects will have a direct benefit at military
10installations by saving demolition costs, making quality used lumber available for
11reuse, and providing opportunities for job training and economic development; and

Whereas, these research projects will provide a knowledge base for others who
13may deconstruct existing buildings; now, therefore, be it

14Resolved by the assembly, the senate concurring, That the members of the
15Wisconsin legislature urge the U.S. Congress to appropriate the money necessary to
16fully fund research by the Forest Products Laboratory of the U.S. Department of
17Agriculture Forest Service on salvaging lumber at Badger Army Ammunition Plant;
18and, be it further

19Resolved, That the assembly chief clerk shall provide a copy of this joint
20resolution to the President of the United States, to the U.S. secretary of agriculture
21and to all members of the congressional delegation from this state.
