SB55-ASA1,304,17 (b) Operational costs; radio. The amounts in the schedule for operational costs related to public radio broadcasting.

SB55-ASA1, s. 467m Section 467m. 20.220 of the statutes is created to read:

SB55-ASA1,304,21 20.220 Wisconsin Artistic Endowment Foundation. There is appropriated to the Wisconsin Artistic Endowment Foundation for the following programs:

SB55-ASA1,304,24 (1) Support of the arts. (a) Education and marketing. As a continuing appropriation, the amounts in the schedule for public education and marketing relating to the Wisconsin artistic endowment fund.

SB55-ASA1,305,2 (q) General program operations. From the artistic endowment fund, the amounts in the schedule for general program operations of the foundation.

SB55-ASA1,305,6 (r) Support of the arts. From the artistic endowment fund, as a continuing appropriation, all moneys received as interest and earnings of the artistic endowment fund, less the amounts appropriated in par. (q), for support of the arts under s. 247.06.

SB55-ASA1, s. 236 Section 236. 20.225 (1) (a) of the statutes is amended to read:

SB55-ASA1,305,14 20.225 (1) (a) General program operations. The amounts in the schedule to carry out its functions other than programming under ss. 39.11 and 39.13. If the secretary of administration determines that the federal communications commission has approved the transfer of all broadcasting licenses held by the board to the broadcasting corporation, as defined in s. 39.81 (2), on and after the effective date of the last license transferred as determined by the secretary of administration under s. 39.87 (2) (a), no moneys may be encumbered under this paragraph.

SB55-ASA1, s. 237 Section 237. 20.225 (1) (b) of the statutes is amended to read:

SB55-ASA1,305,24 20.225 (1) (b) Energy costs. The amounts in the schedule to pay for utilities and for fuel, heat, and air conditioning, and to pay costs incurred under ss. 16.858 and 16.895, by or on behalf of the board, and to repay to the energy efficiency fund loans made to the board under s. 16.847 (6) If the secretary of administration determines that the federal communications commission has approved the transfer of all broadcasting licenses held by the board to the broadcasting corporation, as defined in s. 39.81 (2), on and after the effective date of the last license transferred as determined by the secretary of administration under s. 39.87 (2) (a), no moneys may be encumbered under this paragraph.

SB55-ASA1, s. 238 Section 238. 20.225 (1) (c) of the statutes is amended to read:

SB55-ASA1,306,10 20.225 (1) (c) Principal repayment and interest. A sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in financing the acquisition, construction, development, enlargement, or improvement of facilities approved by the building commission for operation by the educational communications board. If the secretary of administration determines that the federal communications commission has approved the transfer of all broadcasting licenses held by the board to the broadcasting corporation, as defined in s. 39.81 (2), on and after the effective date of the last license transferred as determined by the secretary of administration under s. 39.87 (2) (a), no moneys may be encumbered under this paragraph.

SB55-ASA1, s. 239 Section 239. 20.225 (1) (d) of the statutes is amended to read:

SB55-ASA1,306,18 20.225 (1) (d) Milwaukee area technical college. The amounts in the schedule to contract with Milwaukee area technical college under s. 39.11 (18). If the secretary of administration determines that the federal communications commission has approved the transfer of all broadcasting licenses held by the board to the broadcasting corporation, as defined in s. 39.81 (2), on and after the effective date of the last license transferred as determined by the secretary of administration under s. 39.87 (2) (a), no moneys may be encumbered under this paragraph.

SB55-ASA1, s. 240 Section 240. 20.225 (1) (eg) of the statutes is amended to read:

SB55-ASA1,307,2 20.225 (1) (eg) Transmitter construction. As a continuing appropriation, the amounts in the schedule to construct national weather service transmitters. If the secretary of administration determines that the federal communications commission has approved the transfer of all broadcasting licenses held by the board to the broadcasting corporation, as defined in s. 39.81 (2), on and after the effective date of the last license transferred as determined by the secretary of administration under s. 39.87 (2) (a), no moneys may be encumbered under this paragraph.

SB55-ASA1, s. 241 Section 241. 20.225 (1) (er) of the statutes is amended to read:

SB55-ASA1,307,10 20.225 (1) (er) Transmitter operation. The amounts in the schedule to operate the transmitter constructed with moneys appropriated under par. (eg). If the secretary of administration determines that the federal communications commission has approved the transfer of all broadcasting licenses held by the board to the broadcasting corporation, as defined in s. 39.81 (2), on and after the effective date of the last license transferred as determined by the secretary of administration under s. 39.87 (2) (a), no moneys may be encumbered under this paragraph.

SB55-ASA1,308,2 20.225 (1) (g) Gifts, grants, contracts and leases. All Except as provided in par. (i), all moneys received from gifts, grants, contracts and the lease of excess capacity to carry out the purposes for which received. If the secretary of administration determines that the federal communications commission has approved the transfer of all broadcasting licenses held by the board to the broadcasting corporation, as defined in s. 39.81 (2), on and after the effective date of the last license transferred as determined by the secretary of administration under s. 39.87 (2) (a), no moneys may be encumbered under this paragraph.

SB55-ASA1, s. 244 Section 244. 20.225 (1) (h) of the statutes is amended to read:

SB55-ASA1,308,12 20.225 (1) (h) Instructional material. The amounts in the schedule for providing instructional materials under s. 39.11 (16). All moneys received from the sale of instructional material under s. 39.11 (16) and all moneys received under s. 39.115 (1) shall be credited to this appropriation. If the secretary of administration determines that the federal communications commission has approved the transfer of all broadcasting licenses held by the board to the broadcasting corporation, as defined in s. 39.81 (2), on and after the effective date of the last license transferred as determined by the secretary of administration under s. 39.87 (2) (a), no moneys may be encumbered under this paragraph.

SB55-ASA1, s. 245 Section 245. 20.225 (1) (i) of the statutes is created to read:

SB55-ASA1,309,2 20.225 (1) (i) Program revenue facilities; principal repayment, interest, and rebates. A sum sufficient from gifts and grants to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in financing the acquisition, construction, development, enlargement, or improvement of facilities approved by the building commission for operation by the educational communications board and to make payments determined by the building commission under s. 13.488 (1) (m) that are attributable to the proceeds of obligations incurred in financing the facilities. If the secretary of administration determines that the federal communications commission has approved the transfer of all broadcasting licenses held by the board to the broadcasting corporation, as defined in s. 39.81 (2), on and after the effective date of the last license transferred as determined by the secretary of administration under s. 39.87 (2) (a), no moneys may be encumbered under this paragraph.

SB55-ASA1, s. 246 Section 246. 20.225 (1) (k) of the statutes is amended to read:

SB55-ASA1,309,10 20.225 (1) (k) Funds received from other state agencies. All moneys received from other state agencies to carry out the purposes for which received. If the secretary of administration determines that the federal communications commission has approved the transfer of all broadcasting licenses held by the board to the broadcasting corporation, as defined in s. 39.81 (2), on and after the effective date of the last license transferred as determined by the secretary of administration under s. 39.87 (2) (a), no moneys may be encumbered under this paragraph.

SB55-ASA1, s. 247 Section 247. 20.225 (1) (kb) of the statutes is amended to read:

SB55-ASA1,309,22 20.225 (1) (kb) Emergency weather warning system operation. From the moneys received by the department of administration electronic government for the provision of state telecommunications and data processing services and sale of telecommunications and data processing inventory items primarily to state agencies, the amounts in the schedule for the operation of the emergency weather warning system under s. 39.11 (21). If the secretary of administration determines that the federal communications commission has approved the transfer of all broadcasting licenses held by the board to the broadcasting corporation, as defined in s. 39.81 (2), on and after the effective date of the last license transferred as determined by the secretary of administration under s. 39.87 (2) (a), no moneys may be encumbered under this paragraph.

SB55-ASA1, s. 248 Section 248. 20.225 (1) (m) of the statutes is amended to read:

SB55-ASA1,310,6 20.225 (1) (m) Federal grants. All moneys received from the federal government as authorized by the governor under s. 16.54 for the purposes for which made and received. If the secretary of administration determines that the federal communications commission has approved the transfer of all broadcasting licenses held by the board to the broadcasting corporation, as defined in s. 39.81 (2), on and after the effective date of the last license transferred as determined by the secretary of administration under s. 39.87 (2) (a), no moneys may be encumbered under this paragraph.

SB55-ASA1, s. 249 Section 249. 20.235 (intro.) of the statutes is amended to read:

SB55-ASA1,310,10 20.235 Higher educational aids board. (intro.) There is appropriated to the department of education higher educational aids board for the following programs:

SB55-ASA1, s. 481m Section 481m. 20.235 (1) (d) of the statutes is amended to read:

SB55-ASA1,310,18 20.235 (1) (d) Dental education contract. The amounts in the schedule for support of those Wisconsin residents enrolled as full-time students in the pursuit of a doctor of dental surgery (D.D.S.) degree. An amount of $11,330 in the 1993-94 fiscal year and $11,670 in the 1994-95 fiscal year and annually thereafter shall be disbursed under s. 39.46 for each Wisconsin resident enrolled as a full-time student. The maximum number of Wisconsin residents to be funded under this appropriation is 100 160 in the 1993-94 2001-02 fiscal year and thereafter.

SB55-ASA1, s. 250 Section 250. 20.235 (1) (fy) (title) of the statutes is repealed and recreated to read:

SB55-ASA1,310,21 20.235 (1) (fy) (title) Governor Thompson scholarship program.

SB55-ASA1, s. 251 Section 251. 20.235 (1) (k) of the statutes is amended to read:

SB55-ASA1,311,3 20.235 (1) (k) Indian student assistance. Biennially, the amounts in the schedule to carry out the purposes of s. 39.38. All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 4i. shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (b), the unencumbered balance on June 30 of each odd-numbered year shall revert to the appropriation account under s. 20.505 (8) (hm).

SB55-ASA1, s. 252 Section 252. 20.235 (1) (km) of the statutes is amended to read:

SB55-ASA1,311,11 20.235 (1) (km) Wisconsin higher education grants; tribal college students. Biennially, the amounts in the schedule for the Wisconsin higher education grant program under s. 39.435 for tribal college students, except for grants awarded under s. 39.435 (2) or (5). All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 10. shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (b), the unencumbered balance on June 30 of each odd-numbered year shall revert to the appropriation account under s. 20.505 (8) (hm).

All moneys received from admissions, sales, fines, and use of the main library, and other moneys received by the society for research services, except moneys that are otherwise specifically appropriated by law and other receipts and the amount transferred under 2001 Wisconsin Act .... SB55-ASA1, s. 493m Section 493m. 20.245 (1) (hr) of the statutes is created to read:

SB55-ASA1,313,14 20.245 (1) (hr) Native tribal history. The amounts in the schedule to the Merrill Historical Society for a publication of a native tribal history of the upper Wisconsin River valley. All moneys transferred from the appropriation account under s. 20.505 (8) (hm) 18s. shall be credited to this appropriation account. Notwithstanding s. 20.001 (3) (a), the unencumbered balance on June 30 of each year shall revert to the appropriation account under s. 20.505 (8) (hm).
