Definitions.

(1) (b) "Interested group" means a community group, nonprofit

(1) (c) "Urban conservation purpose" means an urban, open space
14conservation or restoration area; urban forest protection or enhancement; water
15resource management in urban areas; resource management strategies for urban
16areas; conservation activities in an urban area; or recreation activities in an urban
17area.

(2) Recipient requirements. (intro.) The department shall provide
20one grant of
$75,000 $150,000 in each fiscal year,
beginning with fiscal year
211999-2000 to be used for one or more urban conservation purposes, to a nonstock,
22nonprofit corporation that meets all of the following requirements:

(2) (d) The corporation contributes
$25,000 $50,000 in funds
annually 4to be used with the grant
that it receives under this subsection.

(2) (e) The corporation contributes substantial support to a network
7that encourages activities that further one or more urban conservation purposes in
8various urban communities in this state.

(2r) Authorized activities.
A corporation receiving a grant under sub.
11(2) may use proceeds from the grant for projects that are for one or more urban
12conservation purposes and that are undertaken by the corporation. For urban, open
13space projects, conservation projects in urban areas, or recreation projects in urban
14areas undertaken by the corporation, the corporation may use the proceeds for the
15acquisition of land for these projects.

(3) Required activities. (intro.) A corporation receiving a grant under
18sub. (2)
may use the grant for urban forest protection, water resource enhancement
19or other urban open space objectives and shall

(3) (d) For each fiscal year, prepare a report detailing the activities for
25which a grant under sub. (2) is expended. Copies of the report shall be submitted to
1the department and to the appropriate standing committees of the legislature, as
2determined by the speaker of the assembly

(8) (e) The department shall obligate at least 10% of the total bonding
7authority for the acquisition of land located inside the limits of incorporated cities
8and villages. Acquisitions under this paragraph shall be consistent with any
9comprehensive land use plan of the city or village that applies to the land being
10acquired.

(8) (f) The department may not obligate moneys from the
13appropriation under s. 20.866 (2) (ta) to acquire a conservation or other easement or
14development right if the term of the easement or right is for more than 30 years.".

18department conducts a prairie restoration project, it shall enter into a contract with
19a private entity to conduct the project.".

(1) The department
of natural resources shall secure the enforcement of
23all laws which it is required to administer and bring, or cause to be brought, actions
24and proceedings in the name of the state for that purpose. The persons appointed
1by said department to exercise and perform the powers and duties heretofore
2conferred and imposed upon deputy fish and game wardens, shall be known as
3conservation wardens and shall be subject to ch. 230.

(1m) The department shall designate a conservation warden as the chief
6warden, who shall serve outside of the classified service. The department may
7designate one or more deputy chief wardens. The chief warden shall have the duty
8to direct, supervise, and control conservation wardens in the performance of their
9duties under sub. (1) and s. 29.921. The chief warden shall designate an employee
10of the department as an internal affairs officer to investigate complaints against
11conservation wardens when the chief warden determines an investigation is
12necessary and shall designate an employee of the department as a complaint officer
13to resolve complaints against conservation wardens.

(5) The department
of natural resources shall furnish to each
11conservation warden at the time of the warden's appointment, a pocket identification
12folder in form and substance as follows: A leather-covered folder, size when folded,
133 by 4 inches; on one of the inner sides thereof shall be securely fastened a photograph
14of such appointee to be furnished by the appointee, and partly on the photograph and
15partly on the margin of such folder shall be an impression of the seal of the
16department
of natural resources; such appointee shall also affix the appointee's
17signature below the photograph on such folder; on the other inner side of such folder
18shall be securely fastened a miniature true copy of the commission issued to such
19appointee, which shall be signed by the secretary. The appointee shall carry the
20identification folder on his or her person at all times that the appointee is on official
21duty, and the appointee shall on demand exhibit the same to any person to whom the
22appointee may represent himself or herself as a conservation warden. The cost of
23such identification folder shall be charged to the appropriation for the department.

(4) Any council that is created by the
natural resources fish, wildlife,
2parks, and forestry board under s. 15.04 (1) (c) to advise the department on the
3opening of trails in state parks and in the Kettle Moraine
state forest State Forest 4for use by bicycles shall have its recommendations regarding

natural resources fish, wildlife, parks, and forestry board before
6they are implemented.

9supervisor devote one-half of his or her time to supervisory activities and one-half

11geographical units for the purpose of managing its functions, the department shall
12assign each conservation warden designated as a supervisor to a geographical unit.
