1(a) The department of workforce development shall administer a grant
2program under which local, nonprofit organizations that offer diversity training,
3basic employment skills development, or instruction in English as a 2nd language
4to employees and persons seeking employment may receive grants for the operation
5of those activities.
SB55-ASA1-AA62,2,7 6(b) A local, nonprofit organization is qualified for a grant under this subsection
7if any of the following applies:
SB55-ASA1-AA62,2,11 81. The governing body of the local, nonprofit organization is comprised of
9representatives of private sector employers and local governmental units or
10agencies, and the local, nonprofit organization assists local employers in meeting
11their workforce needs.
SB55-ASA1-AA62,2,14 122. The local, nonprofit organization assists persons who have been convicted of
13a crime, whether employed or not, in strengthening or developing their employment
14skills and in making or easing their transition from incarceration to work.
SB55-ASA1-AA62,2,16 153. The local, nonprofit organization assists any of the following person, whether
16employed or not, in preparing for or gaining entry into the skilled trades:
SB55-ASA1-AA62,2,18 17a. Persons who are eligible for benefits under the Wisconsin works program
18under sections 49.141 to 49.161 of the statutes, as affected by this act.
SB55-ASA1-AA62,2,19 19b. Persons who are military veterans.
SB55-ASA1-AA62,2,20 20c. Persons who have been convicted of a crime.
SB55-ASA1-AA62,2,21 21d. Persons who are eligible for food stamps under section 49.124, 1999 stats.
SB55-ASA1-AA62,2,23 22e. Persons who are minority group members, as defined in section 560.036 (1)
23(f) of the statutes.

1(c) To the extent practicable, the department of workforce development shall
2ensure that the grants under this subsection are awarded to local, nonprofit
3organizations from different geographic regions of the state.
SB55-ASA1-AA62,3,7 4(d) To qualify for a grant under this subsection, a local, nonprofit organization
5must apply to the department of workforce development by December 1, 2002. The
6application shall describe how the organization qualifies for a grant under
7paragraphs (a) and (b) and how the organization will use the grant.
SB55-ASA1-AA62,3,15 8(e) The department of workforce development shall promulgate emergency
9rules under section 227.24 of the statutes to establish criteria to be used in
10determining which qualified local, nonprofit organizations are eligible for grants
11under this subsection. Notwithstanding section 227.24 (1) (a) and (3) of the statutes,
12the department of workforce development is not required to provide evidence that
13promulgating an emergency rule under this paragraph is necessary for the
14preservation of public peace, health, safety, or welfare, and is not required to provide
15a finding of emergency for a rule promulgated under this paragraph.
SB55-ASA1-AA62,3,17 16(f) The department of workforce development may not expend more than
17$30,000 as grants under this subsection for any given local, nonprofit organization.
SB55-ASA1-AA62,3,20 18(g) By January 1, 2002, the department of workforce development shall make
19the grants under this subsection from the appropriation under section 20.445 (1) (d)
20of the statutes, as created by this act.
SB55-ASA1-AA62,4,3 21(h) By September 1, 2002, the department of workforce development shall
22report on the grant program under this subsection, including the uses that the grant
23recipients made of the grants and a recommendation on whether the grant program
24should be funded in the next biennium and, if so, a recommendation of an
25appropriate funding level and any changes that should be made to the program. The

1report shall be submitted to the appropriate standing committees of the legislature
2in the manner provided under section 13.172 (3) of the statutes, to the joint
3committee on finance, and to the governor.".
