The town of Hobart, in Brown County, shall become a village if all of the procedures contained in sections 66.0201 to 66.0213 of the statutes are fulfilled, except that approval by the department of administration under section 66.0207 of the statutes is not necessary for the town to become a village. In addition, the town of Hobart, in Brown County, and the City of Green Bay shall enter into a boundary agreement under section 66.0307 of the statutes, although the agreement need not be finalized before the referendum is held under section 66.0211 of the statutes.".
