All moneys received from the federal government as a grant to the state under P.L. 108-27 to make the payments under ss. 79.03, 79.04, and 79.06 in 2003, as determined by the department of revenue to be used by counties, towns, villages, and cities for police and fire services.

SB44-SSA1, s. 662n Section 662n. 20.835 (1) (m) of the statutes, as created by 2003 Wisconsin Act .... (this act), is repealed.

SB44-SSA1, s. 663 Section 663. 20.835 (1) (t) of the statutes is created to read:

SB44-SSA1, s. 668 Section 668. 20.835 (2) (r) of the statutes is created to read:

SB44-SSA1,362,23 20.835 (2) (r) Earned income tax credit; utility public benefits fund. From the utility public benefits fund under s. 25.96, the amounts in the schedule to be used to pay the claims approved under s. 71.07 (9e).

Beginning on July 1, 2005, and on each July 1 thereafter, to be transferred to the transportation fund, a sum sufficient in an amount equal to the amount to be paid into the transportation fund, as determined under s. 77.635.

From the capital improvement fund, a sum sufficient for the board of regents of the University of Wisconsin System to acquire, construct, develop, enlarge or improve university academic educational facilities and facilities to support such facilities. The state may contract public debt in an amount not to exceed $1,052,005,900 $1,107,898,000 for this purpose.

SB44-SSA1, s. 680g Section 680g. 20.866 (2) (t) of the statutes is amended to read:

SB44-SSA1,364,21 20.866 (2) (t) University of Wisconsin; self-amortizing facilities. From the capital improvement fund, a sum sufficient for the board of regents of the University of Wisconsin System to acquire, construct, develop, enlarge or improve university self-amortizing educational facilities and facilities to support such facilities. The state may contract public debt in an amount not to exceed $732,009,800 $992,385,200 for this purpose. Of this amount, $4,500,000 is allocated only for the University of Wisconsin-Madison indoor practice facility for athletic programs and only at the time that ownership of the facility is transferred to the state.

SB44-SSA1, s. 680r Section 680r. 20.866 (2) (ta) of the statutes is amended to read:

SB44-SSA1,365,9 20.866 (2) (ta) Natural resources; Warren Knowles-Gaylord Nelson stewardship 2000 program. From the capital improvement fund a sum sufficient for the Warren Knowles-Gaylord Nelson stewardship 2000 program under s. 23.0917. The state may contract public debt in an amount not to exceed $572,000,000 $327,000,000 for this program. Except as provided in s. 23.0917 (4g) (b), (4m) (k), (5) and (5m), the amounts obligated, as defined in s. 23.0917 (1) (e), under this paragraph may not exceed $46,000,000 in fiscal year 2000-01, may not exceed $46,000,000 in fiscal year 2001-02, and may not exceed $60,000,000 in fiscal year 2002-03, may not exceed $15,000,000 in fiscal year 2003-04, may not exceed $10,000,000 in fiscal year 2004-05, and may not exceed $30,000,000 in each fiscal year beginning with fiscal year 2002-03 2005-06 and ending with fiscal year 2009-10.

SB44-SSA1, s. 680t Section 680t. 20.866 (2) (tc) of the statutes is amended to read:

SB44-SSA1,365,22 20.866 (2) (tc) Clean water fund program. From the capital improvement fund, a sum sufficient for the purposes of s. 281.57 (10m) and (10r) and to be transferred to the environmental improvement fund for the purposes of the clean water fund program under ss. 281.58 and 281.59. The state may contract public debt in an amount not to exceed $637,743,200 $616,243,200 for this purpose. Of this amount, the amount needed to meet the requirements for state deposits under 33 USC 1382 is allocated for those deposits. Of this amount, $8,250,000 is allocated to fund the minority business development and training program under s. 200.49 (2) (b). Moneys from this appropriation account may be expended for the purposes of s. 281.57 (10m) and (10r) only in the amount by which the department of natural resources and the department of administration determine that moneys available under par. (tn) are insufficient for the purposes of s. 281.57 (10m) and (10r).

SB44-SSA1, s. 681 Section 681. 20.866 (2) (te) of the statutes is amended to read:

SB44-SSA1,366,4 20.866 (2) (te) Natural resources; nonpoint source grants. From the capital improvement fund, a sum sufficient for the department of natural resources to provide funds for nonpoint source water pollution abatement projects under s. 281.65 and to provide the grant under 2003 Wisconsin Act .... (this act), section 9138 (3f). The state may contract public debt in an amount not to exceed $75,763,600 $85,310,400 for this purpose.

SB44-SSA1, s. 683 Section 683. 20.866 (2) (th) of the statutes is amended to read:

SB44-SSA1,366,13 20.866 (2) (th) Natural resources; urban nonpoint source cost-sharing. From the capital improvement fund, a sum sufficient for the department of natural resources to provide cost-sharing grants for urban nonpoint source water pollution abatement and storm water management projects under s. 281.66 and to provide municipal flood control and riparian restoration cost-sharing grants under s. 281.665. The state may contract public debt in an amount not to exceed $17,700,000 $22,400,000 for this purpose. Of this amount, $500,000 is allocated in fiscal biennium 2001-03 for dam rehabilitation grants under s. 31.387.

SB44-SSA1, s. 683b Section 683b. 20.866 (2) (tu) of the statutes is amended to read:

SB44-SSA1,366,21 20.866 (2) (tu) Natural resources; segregated revenue supported facilities. From the capital improvement fund, a sum sufficient for the department of natural resources to acquire, construct, develop, enlarge or improve natural resource administrative office, laboratory, equipment storage or maintenance facilities and to acquire, construct, develop, enlarge or improve state recreation facilities and state fish hatcheries. The state may contract public debt in an amount not to exceed $30,576,400 $45,296,900 for this purpose.

SB44-SSA1, s. 683d Section 683d. 20.866 (2) (uum) of the statutes is amended to read:

SB44-SSA1,367,2 20.866 (2) (uum) Transportation; major highway and rehabilitation projects. From the capital improvement fund, a sum sufficient for the department of transportation to fund major highway and rehabilitation projects, as provided under s. 84.555. The state may contract public debt in an amount not to exceed $140,000,000 $100,000,000 for this purpose.

From the capital improvement fund, a sum sufficient for the department of transportation to fund major highway projects, as provided under s. 84.557 (1). SB44-SSA1, s. 685 Section 685. 20.866 (2) (uw) of the statutes is amended to read:

SB44-SSA1,367,24 20.866 (2) (uw) Transportation; rail acquisitions and improvements. From the capital improvement fund, a sum sufficient for the department of transportation to acquire railroad property under ss. 85.08 (2) (L) and 85.09; and to provide grants and loans for rail property acquisitions and improvements under s. 85.08 (4m) (c) and (d). The state may contract public debt in an amount not to exceed $28,000,000 $32,500,000 for these purposes.
