SB44-SSA1-SA92,1,7 13.395 Passage of unfunded bills. After the biennial budget bill or bills are enacted, neither the senate nor the assembly may pass or concur in a bill that is not funded in that biennial budget act, except by a vote of three-fifths of the members present and voting in each house.".
