20advertisements that sealed proposals for furnishing printing, during the next
21ensuing contract period, with all other material which the department requires, will
22be received any time prior to a specified day, when all proposals will be publicly
23opened and read. The advertisements shall be run as class 2 notices, under ch. 985,
24in the official state paper. Separate advertisements may be used for publications
25authorized to be published in optical disk format.

1Section 693. 35.91 (1) of the statutes is amended to read:

24be allowed or exercised in the appointment of the employees of the system.

12to a consortium agreement that is in effect on June 1, 2005, to provide services to

9subsection to residents of this state. The board may not make a grant under this
10subsection to a person whose name appears on the statewide support lien docket
11under s. 49.854 (2) (b), unless the person provides to the board a payment agreement
12that has been approved by the county child support agency under s. 59.53 (5) and that
13is consistent with rules promulgated under s. 49.858 (2) (a).

AB100-ASA1,388,1913 36.27 (3) (a) To a number of needy and worthy nonresident students upon the
14basis of merit, to be shown by suitable tests, examinations or scholastic records and
15continued high standards of scholastic attainment. The aggregate amount of these
16nonresident remissions of tuition shall not exceed an amount equal to full remissions
17for 8% of the number of nonresident students registered at that institution in the
18preceding year, excluding those students participating in interstate agreements
19under s. 39.42.
AB100-ASA1, s. 701 20Section 701. 36.27 (3) (b) of the statutes is amended to read:
AB100-ASA1,389,221 36.27 (3) (b) To additional individual students who, in the judgment of the
22board, are deserving of relief from the assessment of nonresident tuition because of
23extraordinary circumstances. The aggregate amount of these nonresident
24remissions of tuition shall not exceed an amount equal to full remissions for 2% of

1the number of nonresident students registered in the preceding year, excluding those
2students participating in interstate agreements under s. 39.42.
AB100-ASA1, s. 702 3Section 702. 36.27 (3) (c) of the statutes is amended to read:
AB100-ASA1,389,104 36.27 (3) (c) The board may remit nonresident tuition, in whole or in part, but
5no other fees, except in special circumstances as approved by the chancellor, to
6worthy and needy foreign students and to students who are United States citizens
7but whose residence is not in the United States. The number of such remissions
8which may be awarded in any academic year at an institution shall not exceed 2%
9of the total full-time enrollment of students at that institution for the preceding
10academic year.
AB100-ASA1, s. 702m 11Section 702m. 36.27 (3n) of the statutes is created to read:
AB100-ASA1,389,1412 36.27 (3n) Fee remission for spouse, surviving spouse, and children of
13certain veterans.
(a) In this subsection, "eligible veteran" means a person verified
14by the department of veterans affairs to be either of the following:
AB100-ASA1,389,2015 1. A person who has served on active duty under honorable conditions in the
16U.S. armed forces, in forces incorporated as part of the U.S. armed forces, in the
17national guard, or in a reserve component of the U.S. armed forces; who was a
18resident of this state at the time of entry into that service; and who, while a resident
19of this state, either died on active duty, or died in the line of duty while on active or
20inactive duty for training purposes.
AB100-ASA1,389,2321 2. A person who was a resident of this state at the time of entry into service
22described in subd. 1. and who, while a resident of this state, incurred at least a 30
23percent service-connected disability rating under 38 USC 1114 or 1134.

1(b) Except as provided in subds. 1. to 3., the board shall grant full remission of
2academic fees and segregated fees for 128 credits or 8 semesters, whichever is longer,
3to any resident student who is also any of the following:
AB100-ASA1,390,64 1. A spouse of an eligible veteran. The remission under this subdivision applies
5only during the first 10 years after the eligible veteran received the
6service-connected disability rating.
AB100-ASA1,390,87 2. An unremarried surviving spouse of an eligible veteran. The remission
8under this subdivision applies only during the first 10 years after the veteran died.
AB100-ASA1,390,109 3. A child of an eligible veteran, if the child is at least 18 but not yet 26 years
10of age and is a full-time student at an institution.
