ASSEMBLY SUBSTITUTE AMENDMENT 1, TO 2005 ASSEMBLY BILL 228

AB228-ASA1,1,4 An Act to amend 106.13 (4) (d); and to create 106.13 (3m) (f) of the statutes; relating to: increasing funding for local youth apprenticeship grants for programs that are targeted at providing training in the areas of health care and health care technology and making an appropriation.

Analysis by the Legislative Reference Bureau

Under current law, the Department of Workforce Development (DWD) awards grants to local partnerships for the implementation and coordination of local youth apprenticeship programs under which employers are recruited to provide on-the-job training and supervision for students who are recruited to participate in those programs. Currently, $1,100,000 in general purpose revenues (GPR) is appropriated in each of fiscal years 2005-06 and 2006-07 for those grants. This bill increases the amount appropriated for those grants by $1,400,000 GPR in fiscal year 2006-07 for the purpose of providing grants for programs that are targeted at providing training and state-required exit testing in the areas of health care and health care technology.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB228-ASA1, s. 1 Section 1. 106.13 (3m) (f) of the statutes is created to read:

AB228-ASA1,2,5 106.13 (3m) (f) The department shall establish eligibility criteria for a grant under this subsection. Those criteria shall ensure that those grants will be distributed throughout all geographic areas of the state and in both rural and urban communities.

AB228-ASA1, s. 2 Section 2. 106.13 (4) (d) of the statutes, as affected by 2005 Wisconsin Act 25, is amended to read:

AB228-ASA1,2,13 106.13 (4) (d) The department shall establish eligibility criteria for a grant under this subsection. That Those criteria shall specify that eligibility for a grant shall be limited to small employers, as determined by the department, and to employers providing on-the-job training in employment areas determined by the department. Notwithstanding sub. (5), those criteria need not be promulgated as rules.

AB228-ASA1, s. 3 Section 3. Appropriation changes.

AB228-ASA1,2,22 (1) Local youth apprenticeship grants for health care and health care technology training. In the schedule under section 20.005 (3) of the statutes for the appropriation to the department of workforce development under section 20.445 (1) (e) of the statutes, as affected by the acts of 2005, the dollar amount is increased by $1,400,000 for fiscal year 2006-07 to increase funding for the purpose of providing grants under section 106.13 (3m) (b) of the statutes for programs that are targeted at providing training and state-required exit testing in the areas of health care and health care technology.
