ASSEMBLY SUBSTITUTE AMENDMENT 1, TO 2005 ASSEMBLY BILL 483

AB483-ASA1,1,4 An Act to repeal 43.15 (2) (b) to (e), 43.15 (4) (c) 5. and 43.15 (4) (e); to renumber 43.15 (2) (a); to renumber and amend 43.18 (2m); to amend 43.11 (3) (d); and to create 43.18 (2m) (b) of the statutes; relating to: county and municipal support for a public library system.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB483-ASA1, s. 1 Section 1. 43.11 (3) (d) of the statutes is amended to read:

AB483-ASA1,2,2 43.11 (3) (d) The plan of library services for a county may include minimum standards of operation for public libraries in the county. The standards may not include a minimum funding level. The county shall hold a public hearing on any standards proposed under this paragraph. The standards shall take effect if they are approved by the county and the public library boards of at least 50% 50 percent of the participating municipalities in the county that contain, according to the most recent estimate prepared under s. 16.96, at least 80% 80 percent of the population of participating municipalities in the county.

AB483-ASA1, s. 2 Section 2. 43.15 (2) (a) of the statutes is renumbered 43.15 (2).

AB483-ASA1, s. 3 Section 3. 43.15 (2) (b) to (e) of the statutes are repealed.

AB483-ASA1, s. 4 Section 4. 43.15 (4) (c) 5. of the statutes is repealed.

AB483-ASA1, s. 5 Section 5. 43.15 (4) (e) of the statutes is repealed.

AB483-ASA1, s. 6 Section 6. 43.18 (2m) of the statutes is renumbered 43.18 (2m) (intro.) and amended to read:

AB483-ASA1,2,10 43.18 (2m) Expulsion. (intro.) With the approval of the division, a public library system may expel, or reduce aids or services to, a any of the following:

AB483-ASA1,2,12 (a) A municipality or county that fails to meet the requirements under s. 43.15 (2) or (4).

AB483-ASA1, s. 7 Section 7. 43.18 (2m) (b) of the statutes is created to read:

AB483-ASA1,2,15 43.18 (2m) (b) A municipality whose public library fails to meet the minimum standards of operation established for the public library under s. 43.11 (3) (d).
