(6) Public use connections and institutional networks. (a)
Public use
4connections. 1. Except as provided in subd. 3., each video service provider shall offer
5free basic video service or its equivalent to, and shall without charge install one
6activated outlet with standard installation video service at, each elementary and
7secondary public school, including a charter school, each municipal building, and
8each public library in its video franchise area.

2. The requirements under subd. 1. shall apply to a video service provider at
10the time that its video service is available on the section of its video service network
11that passes the public school, municipal building, or public library.

3. For the purpose of avoiding duplicative installations, video service providers
13whose video service is available to the same public school, municipal building, or
1public library shall negotiate among themselves to determine which video service
2provider will comply with the requirements under subd. 1. with respect to the public
3school, municipal building, or public library. If the video service providers cannot
4reach agreement as to who will comply with such requirements, the governing body
5of the municipality or its designee shall confer with the video service providers and
6resolve the issue in a reasonable manner.
