15maintenance program. No department of natural resources positions related to the

8legislative audit bureau to perform an audit under this subsection, the bureau shall
9file its report as described in section 13.94 (1) (b) of the statutes before July 1, 2009.".

12evaluate the Warren Knowles-Gaylord Nelson stewardship 2000 program and
13prepare a report that specifies goals for the stewardship program, including criteria

162009, to the joint committee on finance, to the legislature for distribution to the
17appropriate standing committees, in the manner provided under section 13.172 (3)
18of the statutes, to the speaker of the assembly, in the manner provided under section
1913.172 (3) of the statutes, and to the senate majority leader.".

11Second Chance Partnership, a nonprofit corporation, to create a pilot work-based
12learning program in which children at risk participate in apprenticeships while
13earning high school diplomas.".

Rules. Using the procedure under section 227.24 of the statutes, the
17department of public instruction shall promulgate the rules required under section
18115.85 (4) of the statutes, as created by this act, for the period before the effective date
19of the permanent rules promulgated under that section, but not to exceed the period
20authorized under section 227.24 (1) (c) and (2) of the statutes. Notwithstanding
21section 227.24 (1) (a), (2) (b), and (3) of the statutes, the department is not required
22to provide evidence that promulgating a rule under this subsection as an emergency
23rule is necessary for the preservation of the public peace, health, safety, or welfare
1and is not required to provide to a finding of emergency for a rule promulgated under
2this subsection.".

Open Enrollment Program; extension of application period. 5Notwithstanding section 118.51 (3) of the statutes, the following timeline applies to
6the parent of a pupil who resides in the Marinette School District, who would have
7been eligible to attend Porterfield Elementary School in the 2007-08 school year if
8the Marinette school board had not voted to close the school, and who wishes to
9attend a public school in a nonresident school district in the 2007-08 school year
10under section 118.51 of the statutes:

(a) The parent shall submit an application to the school board of the
12nonresident school district within 5 days after the effective date of this paragraph.
13Upon receipt of the application, the nonresident school board shall send a copy to the
