5of permanent rules necessary to administer sections 450.071, 450.072, 450.073, and
6450.074 of the statutes. Notwithstanding section 227.24 (1) (c) and (2) of the statutes,
7emergency rules promulgated under this subsection remain in effect until March 1,
82008, or the date on which permanent rules take effect, whichever is sooner.
9Notwithstanding section 227.24 (1) (a) and (3) of the statutes, the department is not
10required to provide evidence that promulgating a rule under this subsection as an
11emergency rule is necessary for the preservation of the public peace, health, safety,
12or welfare and is not required to provide a finding of emergency for a rule

18109-280, excluding sections 811 and 844 of Public Law 109-280, apply to the
19definitions of "Internal Revenue Code" in chapter 71 of the statutes at the time that
20those changes apply for federal income tax purposes.
SB40-CSA1,1565,7 21(1f) Department of revenue study; utility license fees. No later than
22December 31, 2008, the department of revenue shall convene a study group to assess
23the feasibility and desirability of imposing local general property taxes or their
24equivalent on all property, other than production plants, of electric cooperatives,
25municipal utilities, and light, heat, and power companies. The study group shall

1include residents of communities that host public utility property; representatives
2of electric cooperatives, municipal utilities, and light, heat, and power companies;
3members of the public who have expertise in the taxation of public utilities and in
4transmission line siting; and any other individuals who the department of revenue
5believes to have expertise related to the study. No later than May 1, 2009, the study
6group shall report its findings and recommendations to the legislature under section
713.172 (2) of the statutes.
SB40-CSA1,1565,20 8(2f) Retailer inventory system for lottery tickets. The department of
9revenue shall develop a detailed implementation and cost plan for an instant ticket
10retailer inventory system and submit the plan to the joint committee on finance on
11or before January 31, 2008. The plan shall include the text of a proposed
12administrative rule relating to retailer billing procedures or, if such an
13administrative rule has been promulgated, a summary of the promulgated
14administrative rule. If the cochairpersons of the committee do not notify the
15department within 14 working days after the date of submittal of the plan that the
16committee has scheduled a meeting for the purpose of reviewing the plan, the
17department may implement the plan. If, within 14 working days after the date of
18submittal, the cochairpersons of the committee notify the department that the
19committee has scheduled a meeting for the purpose of reviewing the plan, the
20department may implement the plan only upon approval of the committee.
SB40-CSA1,1566,4 21(2v) Property taxes due on property damaged by flooding. Notwithstanding
22section 74.11 (2) (b) and (8) of the statutes, the 2nd installment of property taxes due
23and payable on or before July 31, 2007, for property located in the village of Bagley
24and the town of Wyalusing may be paid no later than October 31, 2007, and not be
25considered delinquent, if the taxpayer certifies to the taxation district that the

1property has been damaged or destroyed by flooding. If the 2nd installment of taxes
2is not paid on or before October 31, 2007, the entire amount of the taxes remaining
3unpaid is delinquent as of November 1, 2007, and interest and penalties are due

22department of transportation shall award a grant of $60,000 in the 2007-09 fiscal
23biennium to the first applicant that is eligible for aid under section 86.31 of the
24statutes and that applies for a grant for the improvement of a road accessing a state

1veterans cemetery in Washburn County. Payment of the grant under this subsection
2shall be made from the appropriation under section 20.395 (2) (ft) of the statutes, as
3affected by this act, before making any other allocation of funds under section 86.31
4(3g), (3m), or (3r) of the statutes, as affected by this act, and is in addition to the
5entitlement, as defined in section 86.31 (1) (ar) of the statutes, or eligibility under
6section 86.31 (3g), (3m), or (3r) of the statutes, as affected by this act, of the recipient
7under this subsection to any other aids under section 86.31 of the statutes, as affected
8by this act.
SB40-CSA1,1567,15 9(3i) City of Janesville pedestrian tunnel project. In the 2007-09 fiscal
10biennium, from the appropriation under section 20.395 (2) (qx) of the statutes, as
11created by this act, the department of transportation shall award a grant under
12section 85.029 (3) of the statutes, as created by this act, of $235,000 to the city of
13Janesville in Rock County for a pedestrian tunnel project for the Spring Brook Trail
14under East Milwaukee Street in the city of Janesville, if the department determines
15that the project is eligible for federal safe routes to school funds.
SB40-CSA1,1567,24 16(4c) Vehicle emissions testing program study and report. The department of
17transportation shall conduct a study of alternative program models for the vehicle
18emissions inspection and maintenance program under section 110.20 of the statutes,
19as affected by this act, which study shall include examining the possibility of remote
20emissions testing and testing performed by certified motor vehicle dealers that
21electronically transmit test results to the department. By May 1, 2008, the
22department shall submit a report summarizing the results of this study to the chief
23clerk of each house of the legislature for distribution to the appropriate standing
24committee dealing with transportation matters in each house of the legislature.

1(a) The department of transportation shall contract for a study of Wisconsin's
2truck size and weight limit laws, to identify changes in those laws that would have
3a net benefit to Wisconsin's economy, when considering the costs of protecting
4highway infrastructure and safety, and the benefits that would result from reducing
5the cost of truck transportation.
SB40-CSA1,1568,9 6(b) The consultant that undertakes the study under this subsection shall
7review those vehicle configurations, changes in seasonal restrictions, and other
8policy issues that were found to have a net benefit in the cost-benefit analysis in the
9Minnesota truck size and weight project final report that was issued in June 2006.
SB40-CSA1,1568,19 10(c) The department of transportation shall appoint an advisory committee
11under section 227.13 of the statutes to assist in the review and report required under
12this subsection. The advisory committee shall include representation from the
13department of commerce and local governmental units, trucking companies,
14industries and small businesses that depend on truck transport, enforcement
15agencies, and other groups and individuals that are interested in and knowledgeable
16about truck size and weight limits. All advisory committee members may present
17written commentary on or dissenting views from the report and the department of
18transportation shall incorporate that commentary and any dissents into the final
19report.
SB40-CSA1,1568,23 20(d) The consultant that undertakes the study under this subsection shall
21prepare a report on the results of its study. The department of transportation shall
22submit the report to the legislature in the manner provided under section 13.172 (3)

SB40-CSA1,1569,14 9(5i) State trunk highway addition study. The department of transportation
10shall, under section 84.295 (2) of the statutes, study whether Tolles Road in Rock
11County should be added to the state trunk highway system as an extension to STH
12138, and, by June 30, 2008, submit a report presenting the results of that study to
13the governor, and to the legislature in the manner provided under section 13.172 (2)
14of the statutes.
SB40-CSA1,1569,18 15(6i) USH 14 project in Rock County and Walworth County. The department
16of transportation shall complete, during the 2007-09 fiscal biennium, the pavement
17resurfacing project on USH 14 between CTH "O" and STH 89 in Rock and Walworth
18counties.
SB40-CSA1,1569,21 19(6j) I 43 project in Rock County. The department of transportation shall
20complete, during the 2007-09 fiscal biennium, the pavement rehabilitation project
21on I 43 between I 39/90 and STH 140 in Rock County.
SB40-CSA1,1569,22 22(7c) Impaired motorcycle riding campaign grants.
SB40-CSA1,1570,2 23(a) Subject to federal approval as provided in paragraph (e), the department
24of transportation shall award a grant of $75,000 in each fiscal year of the 2007-09
25fiscal biennium to a motorcycling organization that is composed primarily of

1motorcycle riders, that includes the promotion of motorcycle safety as one of its
2objectives, and that has statewide membership.
SB40-CSA1,1570,6 3(b) Any grant awarded under paragraph (a) shall be used to conduct a
4"rider-to-rider" campaign to reduce impaired motorcycle riding by educating
5motorcyclists about the dangers of impaired motorcycle riding, with the goal of
6reducing the number of motorcycle accidents, injuries, and fatalities.
SB40-CSA1,1570,11 7(c) After the department of transportation has selected a grant recipient for a
8grant awarded under paragraph (a), the department may not distribute the grant
9funds to the grant recipient until the grant recipient provides to the department a
10proposed budget for use of the grant funds in a manner consistent with paragraph
11(b).
SB40-CSA1,1570,15 12(d) As a condition of receiving grant funds under this subsection, a grant
13recipient shall provide the department of transportation with an audited financial
14statement of its use of the grant funds, prepared in accordance with generally
15accepted accounting principles.
SB40-CSA1,1570,25 16(e) In any highway safety performance plan that the department of
17transportation submits to the federal department of transportation for federal fiscal
18year 2008 and for federal fiscal year 2009, the state department of transportation
19shall include a proposal to spend $75,000, in that portion of each federal fiscal year
20that coincides with the state fiscal year, to fund an impaired motorcycle riding
21campaign, as described in paragraphs (a) to (d). If this proposal is approved by the
22federal department of transportation, the department of transportation shall award
23the grant under paragraph (a), for the fiscal year for which the proposal is approved,
24from the appropriation account under section 20.395 (5) (dy) of the statutes within
253 months of this approval.

SB40-CSA1,1571,32 (a) In this subsection, "Marquette interchange reconstruction project" means
3the project identified in section 84.014 (3) of the statutes.
SB40-CSA1,1571,9 4(b) The department of transportation shall erect and maintain, until the
5completion of the Marquette interchange reconstruction project or until July 1, 2010,
6whichever occurs first, temporary tourist-oriented directional signs at or near the
7location of the Marquette interchange reconstruction project that provide driving
8directions to the attractions specified in section 86.196 (6) of the statutes, as created
9by this act.
SB40-CSA1,1571,18 10(8b) Village of Footville walking trail project. In the 2007-09 fiscal
11biennium, from the appropriation under section 20.395 (2) (nx) of the statutes, the
12department of transportation shall award a grant under section 85.026 (2) of the
13statutes to the village of Footville in Rock County for a walking trail paving project
14if the department determines that the project is eligible for federal transportation
15enhancements funds and if the village of Footville applies for the grant and
16contributes funds for the project that total at least 20 percent of the costs of the
17project. The amount of the grant awarded under this subsection shall be $15,000 or
1880 percent of the total cost of the walking trail paving project, whichever is less.
SB40-CSA1,1572,3 19(8i) City of Whitewater multiuse trail project. In the 2007-09 fiscal
20biennium, from the appropriation under section 20.395 (2) (nx) of the statutes, the
21department of transportation shall award a grant under section 85.026 (2) of the
22statutes to the city of Whitewater in Walworth County for a project extending the
23multiuse trail to Willis Ray Road if the department determines that the project is
24eligible for federal transportation enhancement funds and if the city of Whitewater
25applies for the grant and contributes funds for the project that total at least 20

1percent of the costs of the project. The amount of the grant awarded under this
2subsection shall be $150,000 or 80 percent of the total cost of the multiuse trail
3extension project, whichever is less.
SB40-CSA1,1572,7 4(8n) Oregon bypass project. The department of transportation shall, in the
52007-09 fiscal biennium, complete the Oregon bypass project on USH 14 in Dane
6County, which project includes the reconstruction of 2 existing lanes and the
7construction of 2 new lanes from CTH "MM" to STH 138.
SB40-CSA1,1572,17 8(9b) Red Bridge restoration project in town of Armstrong Creek. In the
92007-09 fiscal biennium, from the appropriation under section 20.395 (2) (nx) of the
10statutes, the department of transportation shall award a grant under section 85.026
11(2) of the statutes to the town of Armstrong Creek in Forest County for the historical
12restoration project involving the Red Bridge over Armstrong Creek if the department
13determines that the project is eligible for federal transportation enhancement funds
14and if the town of Armstrong Creek applies for the grant and contributes funds for
15the project that total at least 20 percent of the costs of the project. The amount of the
16grant awarded under this subsection shall be $50,000 or 80 percent of the total cost
17of this historical restoration project, whichever is less.
SB40-CSA1,1572,25 18(9c) West Allis crosstown bike trail project. In the 2007-09 fiscal biennium,
19from the appropriation under section 20.395 (2) (kx) of the statutes, the department
20of transportation shall award a grant under section 85.245 (1) of the statutes in the
21amount of $800,000 to the city of West Allis in Milwaukee County for the construction
22of the West Allis crosstown bike trail if the department determines that the project
23is eligible for federal congestion mitigation and air quality improvement funds and
24if the city of West Allis applies for the grant and contributes funds for the project that
25total at least 20 percent of the costs of the project.

1(9cc) Madeline Island improvement project. In the 2007-09 fiscal biennium,
2from the appropriation under section 20.395 (2) (fx) of the statutes, the department
3of transportation shall provide $2,100,000 to Ashland County for the CTH "H"
4improvement project on Madeline Island in Ashland County if, at any time during
5the fiscal biennium, providing such funds is consistent with federal law.
SB40-CSA1,1573,13 6(9d) Study and report relating to transportation improvements in the city
7of Eau Claire.
The department of transportation shall conduct a study that
8examines potential transportation improvements that could improve the access to
9businesses and promote economic development along CTH "T" north of STH 312 in
10the city of Eau Claire. Not later than June 30, 2008, the department of
11transportation shall submit a report to the governor, and to the legislature in the
12manner provided under section 13.172 (2) of the statutes, summarizing the results
13of this study.
SB40-CSA1,1573,14 14(9i) Village of Rothschild business USH 51 widening project.
SB40-CSA1,1573,24 15(a) In the 2007-09 fiscal biennium, from the appropriation under section
1620.395 (2) (iq) of the statutes, the department of transportation shall award a grant
17under section 84.185 of the statutes, as affected by this act, in the amount of
18$200,000, to the village of Rothschild in Marathon County to widen the business
19route of USH 51 in or near the village of Rothschild from 2 lanes to 4 lanes and for
20related improvements if the village of Rothschild applies for the grant and
21contributes funds for the project that total at least $200,000. The provisions of
22section 84.185 of the statutes, as affected by this act, relating to the awarding of
23grants, the amount of grants, and the eligibility requirements for grants do not apply
24to grants awarded under this paragraph.

1(b) In the 2007-09 fiscal biennium, from the appropriation under section
220.395 (3) (cq) of the statutes, as affected by this act, the department of
3transportation shall provide $238,300 to the village of Rothschild in Marathon
4County for the project described in paragraph (a).
SB40-CSA1,1574,195 (9u) Kenosha-Racine-Milwaukee commuter rail extension project. The
6department of transportation may submit a request to the joint committee on finance
7to supplement the appropriation account under section 20.395 (2) (ct) of the statutes
8by up to $800,000 in the 2007-09 fiscal biennium from the appropriation account
9under section 20.865 (4) (u) of the statutes, for preliminary engineering for the
10Kenosha-Racine-Milwaukee commuter rail extension project. The committee may
11supplement the appropriation account under section 20.395 (2) (ct) of the statutes by
12up to $800,000 in the 2007-09 fiscal biennium from the appropriation account under
13section 20.865 (4) (u) of the statutes, for this purpose, only if the legislature has
14enacted legislation, signed by the governor, establishing a financing mechanism
15sufficient to pay all costs, including capital and operating costs but excluding any
16federal share of costs, related to this commuter rail extension project and commuter
17rail service resulting from this extension. Notwithstanding section 13.101 (3) of the
18statutes, the committee is not required to find that an emergency exists prior to
19making the supplementation under this subsection.
SB40-CSA1,1575,7 20(9x) Utility installation cost reimbursement to the city of Crandon. In the
212007-09 fiscal biennium, from the appropriation under section 20.395 (3) (cq) of the
22statutes, the department of transportation shall reimburse the city of Crandon in
23Forest County for a portion of the cost of installing water and sewer utilities across
24USH 8 associated with the development of a Best Western Hotel in the city of
25Crandon. The city of Crandon shall submit to the department of transportation a

1request for reimbursement under this subsection that includes the actual cost of the
2utility installation work described in this subsection and an estimate, determined by
3the city, of the cost of the utility installation work if traffic had been detoured off USH
48 during the utility installation work. The amount of reimbursement under this
5subsection shall be $150,000 or the difference between the actual cost of the utility
6installation work and the city's estimated cost of the utility installation work if traffic
7had been detoured off USH 8, whichever is less.
SB40-CSA1,1575,13 8(9y) Stillwater Bridge project consultant. During the 2007-09 fiscal
9biennium, the department of transportation shall enter into a contract with a
10financial consultant to work on aspects of the financing of the construction of the
11Stillwater Bridge across the St. Croix River between the town of Houlton in St. Croix
12County and the city of Stillwater, Minnesota, if federal funds are provided to this
13state for this purpose.
SB40-CSA1,1575,22 14(9z) Improvement project in the village of Rib Lake. Notwithstanding
15limitations on the amount and use of aids provided under section 86.31 of the
16statutes, as affected by this act, or on eligibility requirements for receiving aids
17under section 86.31 of the statutes, as affected by this act, in the 2007-09 fiscal
18biennium, from the appropriation under section 20.395 (2) (ft) of the statutes, as
19affected by this act, the department of transportation shall award a grant under
20section 86.31 (3r) of the statutes, as affected by this act, in the amount of $5,750, to
21the village of Rib Lake in Taylor County for improvements to McComb Avenue in the
22village of Rib Lake.
SB40-CSA1,1576,2 23(10b) Traffic control signals in the town of Albion. In the 2007-09 fiscal
24biennium, the department of transportation shall install traffic control signals at the

1intersection of USH 51 and Albion Road/Haugen Road in the town of Albion in Dane
2County.
SB40-CSA1,1576,11 3(11x) Grants to the town of Pound. In the 2007-09 fiscal biennium, from the
4appropriation under section 20.395 (2) (iq) of the statutes, the department of
5transportation shall award a grant under section 84.185 of the statutes, as affected
6by this act, in the amount of $500,000, to the town of Pound in Marinette County for
7the extension of N. 19th Road to W. 16th Road. The provisions of section 84.185 of
8the statutes, as affected by this act, relating to the awarding of grants, the amount
9of grants, and the eligibility requirements for grants, including a required local
10contribution under section 84.185 (2) (b) 5. of the statutes, do not apply to grants
11awarded under this subsection.
SB40-CSA1,1576,15 12(12t) Reconstruction project in city of Colby. The department of
13transportation shall commence, during the 2008-09 fiscal year, a reconstruction
14project on that portion of STH 13 that is Division Street in the city of Colby in
15Marathon County.
SB40-CSA1,1576,23 16(12x) Milwaukee County pedestrian bridge and path project. In the 2007-09
17fiscal biennium, from the appropriation under section 20.395 (2) (nx) of the statutes,
18the department of transportation shall award a grant under section 85.026 (2) of the
19statutes in the amount of $100,000 to Milwaukee County for the construction of a
20pedestrian bridge and path at the Milwaukee Urban Ecology Center, if the
21department determines that the project is eligible for federal transportation
22enhancement funds and if Milwaukee County applies for the grant and contributes
23funds for this project that total at least 20 percent of the costs of the project.
SB40-CSA1,1577,6 24(12y) City of Racine streetscaping project. In the 2007-09 fiscal biennium,
25from the appropriation under section 20.395 (2) (nx) of the statutes, the department

1of transportation shall award a grant under section 85.026 (2) of the statutes in the
2amount of $400,000 to the city of Racine in Racine County for a streetscaping project
3on 6th Street between Main Street and Grand Avenue, if the department determines
4that the project is eligible for federal transportation enhancement funds and if the
5city of Racine applies for the grant and contributes funds for this project that total
6at least $100,000.
SB40-CSA1,1577,15 7(12z) City of Kenosha 39th Avenue extension project. In the 2007-09 fiscal
8biennium, from the appropriation under section 20.395 (2) (fx) of the statutes, the
9department of transportation shall provide $950,000 to the city of Kenosha in
10Kenosha County for the extension of 39th Avenue from 18th Street to 26th Street,
11if the department determines that the project is eligible for federal funds provided
12for purposes described in section 20.395 (2) (fx) of the statutes. The funds provided
13under this subsection to the city of Kenosha are in addition to any other funds that
14may be available to the city of Kenosha for purposes described in section 20.395 (2)
15(fx) of the statutes.
SB40-CSA1,1578,6 16(14qq) Improvement of 85th Street in Kenosha County. Notwithstanding
17limitations on the amount and use of aids provided under section 86.31 of the
18statutes, as affected by this act, or on eligibility requirements for receiving aids
19under section 86.31 of the statutes, as affected by this act, the department of
20transportation shall award a grant of $1,200,000 in the 2007-09 fiscal biennium to
21the village of Pleasant Prairie in Kenosha County for an improvement project on 85th
22Street between 65th Avenue and 51st Avenue in the village of Pleasant Prairie.
23Payment of the grant under this subsection shall be made under the program under
24section 86.31 (3r) of the statutes, as affected by this act, from the appropriation under
25section 20.395 (2) (ft) of the statutes, as affected by this act, before making any other

1allocation of funds under section 86.31 (3g), (3m), or (3r) of the statutes, as affected
2by this act, except for the payment under subsection (3) and is in addition to the
3entitlement, as defined in section 86.31 (1) (ar) of the statutes, to, or eligibility under
4section 86.31 (3g), (3m), or (3r) of the statutes, as affected by this act, of, the village
5of Pleasant Prairie to any other aids under section 86.31 of the statutes, as affected
6by this act.
SB40-CSA1,1578,137 (15c) Highway signs in Marinette County. The department of transportation
8shall erect or affix 2 highway signs on the overpass for CTH "CP," which is also the
9business route for USH 141, where CTH "CP" crosses over USH 141 in Marinette
10County. These signs shall be viewable by traffic traveling on USH 141 and shall
11identify the overpass as CTH "CP" and the business route for USH 141. One sign
12shall be viewable from the northbound lanes of USH 141 and the other sign shall be
13viewable from the southbound lanes of USH 141.

8the Board of Regents of the University of Wisconsin System under section 20.285 (1)
9(a) of the statutes for the 2008-09 fiscal year, the board shall allocate $200,000 for
10establishing the University of Wisconsin-Milwaukee School of Public Health, but
11only if the board approves the school.
SB40-CSA1,1580,2 12(2u) Wisconsin idea course for Chinese students. Of the moneys
13appropriated to the Board of Regents of the University of Wisconsin System under
14section 20.285 (1) (a) of the statutes, the Board of Regents shall allocate $25,000 for
15fiscal year 2007-08 for the development of a 5-week course to be offered in the
16summer of 2008 for introducing Chinese political, business, and academic leaders
17and practitioners to the Wisconsin Idea, especially as the Wisconsin Idea relates to
18environmental issues in China. The Board of Regents shall prepare a report that
19assesses the environmental, economic, and educational impacts of the course on this
20state and China; recommends whether the course should be continued and, if so, how
21the course may be improved; and assesses how the Wisconsin Idea may be used to
22position the state as a preferred trading partner with China and to position the
23University of Wisconsin as a preferred venue at which to discuss environmental and
24natural resource issues related to China. No later than May 1, 2009, the Board of

1Regents shall submit the report to the appropriate standing committees of the
2legislature in the manner provided under section 13.172 (3) of the statutes.

4later than January 1, 2008, the Board of Regents of the University of Wisconsin
5System shall submit for review by the joint legislative audit committee and for
6approval by the joint committee on information policy and technology a preliminary
7draft of the policies required under section 36.59 (1) (c) of the statutes, as created by
8this act.
SB40-CSA1,1580,13 9(2w) Rules pertaining to large, high-risk information technology projects.
10The Board of Regents of the University of Wisconsin System shall submit in proper
11form the rules required under section 36.59 (2) of the statutes, as created by this act,
12to the legislative council staff under section 227.15 (1) of the statutes no later than
13June 30, 2008.
SB40-CSA1,1580,21 14(3t) Lung cancer research. Of the moneys appropriated to the Board of
15Regents of the University of Wisconsin System under section 20.285 (1) (a) of the
16statutes for the 2008-09 fiscal year, the board may expend all but $2,500,000 if the
17board does not receive $2,500,000 in gifts and grants from private sources in that
18fiscal year to support lung cancer research at the University of Wisconsin Paul P.
19Carbone Comprehensive Cancer Center. If the board receives $2,500,000 in gifts and
20grants from private sources in that fiscal year to support such research, the board
21may expend an additional $2,500,000 in that fiscal year to support such research.
SB40-CSA1, s. 9153 22Section 9153. Nonstatutory provisions; Veterans Affairs.
SB40-CSA1,1581,723 (2c) Douglas County veterans health care study. From the appropriation
24under section 20.485 (2) (tm) of the statutes, no later than June 30, 2009, the
25department of veterans affairs shall study the long-term health care needs of the

1veterans population in Douglas County, including the demand for, and feasibility of,
2establishing a rehabilitative care center, in addition to an evaluation of the
3anticipated need for a nursing home or assisted living facility in that area. The
4department of veterans affairs shall use the funding available under this subsection
5to contract for the study. The scope and methodology of the study shall be determined
6by the legislative audit bureau, with the cooperation of the department of veterans
7affairs.
SB40-CSA1,1581,12 8(3g) Planning and study of cemetery in Outagamie County. From the
9appropriation under section 20.485 (2) (tm) of the statutes, the department of
10veterans affairs shall expend an amount not to exceed $35,000 during fiscal year
112007-08 for a capital planning and feasibility study of a new state veterans cemetery
12in Outagamie County.
SB40-CSA1,1581,19 13(3i) Korean War memorial refurbishment. From the appropriation under
14section 20.485 (2) (e) of the statutes, as created by this act, the department of
15veterans affairs shall provide $165,000 during fiscal year 2007-08 for the
16refurbishment of the Korean War memorial at Plover. No moneys may be provided
17under this subsection until the veterans groups that are raising funds for
18refurbishing the Korean War memorial at Plover raise matching funds of at least
19$165,000.

25section of the bureau of workforce programs, as determined by the secretary of

1administration, shall become the assets and liabilities of the department of children
2and families.
