AB11-AA116,1,3 " Section 6m. 13.94 (1) (r) of the statutes is created to read:

AB11-AA116,1,7 13.94 (1) (r) Prior to execution of any agreement for the sale or contractual operation of a heating, cooling, and power plant under s. 16.896, conduct a review analyzing the long-term costs incurred and the long-term savings realized, if any, by this state as a result of the sale or service agreement.".

AB11-AA116,1,10 2. Page 24, line 10: after "(b)." insert "No contract for the sale or contractual operation of such a plant may be executed until after the legislative audit bureau completes its review under s. 13.94 (1) (r).".
