AB11-AA96,1,5 3"(2m) Layoffs, furloughs, or reductions in hours. Before January 1, 2014,
4no county or municipal employer in this state may layoff, require an unpaid furlough,
5or impose any reduction in work hours for a county or municipal employee.".
