AB8-SA2,1,21 At the locations indicated, amend the bill, as shown by assembly substitute
2amendment 1, as follows:
AB8-SA2,1,3 31. Page 16, line 1: delete that line and substitute:
AB8-SA2,1,10 4"227.185 Final administrative approval. (1) (a) Except as provided in par.
5(b), after a proposed rule is in final draft form, the agency shall submit the proposed
6rule to the individual or body with policy-making powers over the subject matter of
7the proposed rule for approval. No proposed rule to which this paragraph applies
8may be submitted to the governor for approval under sub. (2) unless the individual
9or body with policy-making powers over the subject matter of the proposed rule has
10approved the proposed rule in writing.
AB8-SA2,2,911 (b) Except as provided in this paragraph, if a proposed rule has been drafted
12by the department of natural resources or the department of agriculture, trade and
13consumer protection, the proposed rule shall be submitted to the secretary of that

1department for approval. No proposed rule to which this paragraph applies may be
2submitted to the governor for approval under sub. (2) unless the secretary has
3approved the proposed rule in writing. Paragraph (a), rather than this paragraph,
4applies to a rule relating to hunting, trapping, or fishing approvals, including the
5fees for those approvals; open and closed seasons for hunting, fishing, or trapping;
6the number and size of animals that may be taken under such an approval;
7registration fees for boats, all-terrain vehicles, or snowmobiles; or admission fees for
8state parks or state trails, camping fees, or other recreational fees charged by the
9department of natural resources.

15proposed emergency rule to which this subd. 1g. a. applies may be submitted to the
16governor for approval under subd. 1g. c. unless the individual or body with
17policy-making powers over the subject matter of the proposed emergency rule has
18approved the proposed rule in writing.
AB8-SA2,3,619 b. Except as provided in this subd. 1g. b., if a proposed emergency rule has been
20drafted by the department of natural resources or the department of agriculture,
21trade and consumer protection, submit the proposed emergency rule in final draft
22form to the secretary of that department for approval. No proposed emergency rule
23to which this subd. 1g. b. applies may be submitted to the governor for approval
