AB311-ASA1,7,2015 29.591 (2) (am) The department may appoint county, regional and statewide
16directors and categories of hunter education instructors necessary for the hunter
17education program and the bow hunter education program. These appointees are
18responsible to the department and shall serve on a voluntary basis without
19compensation. This paragraph does not apply to the online course of instruction
20under sub. (1) (am).
AB311-ASA1, s. 15 21Section 15. 29.591 (2) (b) of the statutes is created to read:

23program requires field testing for a person to demonstrate successful completion of
24the course, the department shall make field testing available through each

1department service center at least bimonthly for persons who are at least 18 years

AB311-ASA1, s. 16 7Section 16. 29.597 (1) (a) of the statutes is amended to read:
AB311-ASA1,8,138 29.597 (1) (a) The department shall establish and supervise the administration
9of a trapper education program funded from the appropriations under s. 20.370 (1)
10(Lq) and (ma). The Except with respect to the online course of instruction under sub.
11(1m), the
department shall enter into an agreement with an organization that has
12demonstrated ability and experience in the field of trapper education to assist in the
13establishment and administration of the program.
AB311-ASA1, s. 17 14Section 17. 29.597 (1) (c) of the statutes is amended to read:
AB311-ASA1,8,1815 29.597 (1) (c) The trapper education program shall use certified instructors
16when providing the instruction on techniques of trapping fur-bearing animals. The
17department shall establish criteria and standards for certifying these instructors.
18This paragraph does not apply to the online course of instruction under sub. (1m).
AB311-ASA1, s. 18 19Section 18. 29.597 (1m) of the statutes is created to read:
AB311-ASA1,8,2120 29.597 (1m) Online course of instruction. The department shall offer an
21online course of instruction under the trapper education program.

12a pupil who successfully completes while in the high school grades a course of
13instruction under the hunter education program or bow hunter education program
14under s. 29.591 or the trapper education program under s. 29.597. A school board
15may award credit to a pupil under this subsection for completion of only one program.
AB311-ASA1, s. 22 16Section 22. Nonstatutory provisions.
AB311-ASA1,9,1817 (1) Sporting heritage council; initial study requirements. Before June 30,
182014, the sporting heritage council shall study each of the following:
AB311-ASA1,9,2119 (a) Options and recommendations for increasing access to land for hunting,
20trapping, and other types of outdoor recreation activities especially in all of the
21following areas of this state:
AB311-ASA1,9,22 221. Areas with a high population density.
AB311-ASA1,9,2423 2. Areas with a percentage of land open for public hunting that is lower than
24the statewide average.

1(b) Options and recommendations for simplifying hunting and trapping rules
2promulgated by the department of natural resources.
AB311-ASA1,10,93 (2) Sporting heritage council; initial membership. Notwithstanding the
4length of terms specified for the appointed members of the sporting heritage council
5under section 15.347 (21) (b) of the statutes, as created by this act, 4 of the initial
6members shall be appointed for terms expiring on July 1, 2013, 4 of the initial
7members shall be appointed for terms expiring on July 1, 2014, 4 of the initial
8members shall be appointed for terms expiring on July 1, 2015, and 3 of the initial
9members shall be appointed for terms expiring on July 1, 2016.
AB311-ASA1, s. 23 10Section 23. Initial applicability.
AB311-ASA1,10,1511 (1) The treatment of section 120.13 (30) of the statutes first applies to courses
12of instruction taken in the hunter education program or bow hunter education
13program under section 29.591 of the statutes or the trapper education program
14under section 29.597 of the statutes during the first school year beginning after the
15effective date of this subsection.
AB311-ASA1, s. 24 16Section 24. Effective dates. This act takes effect on the day after publication,
17except as follows:
AB311-ASA1,10,2018 (1) Except as provided in subsection (2), the treatment of sections 29.084 and
1929.563 (2) (intro.), (3) (intro.), (6) (intro.), and (6m) of the statutes takes effect on
20March 1, 2012.
AB311-ASA1,10,2321 (2) If this subsection takes effect after October 31, 2011, the treatment of
22sections 29.084 and 29.563 (2) (intro.), (3) (intro.), (6) (intro.), and (6m) of the statutes
23takes effect on March 1, 2013.
