10sporting heritage council; programs to encourage hunting, trapping, fishing,
11and outdoor recreation activities; access to land under the Warren
12Knowles-Gaylord Nelson stewardship program; reduced fees for certain
13hunting, trapping, and fishing approvals; high school credit under and

1administration of the hunter and trapper education programs; Class D hunting
2permits issued to certain disabled persons; waiving fishing license
3requirements for weekend fishing events; hunting, fishing, and trapping in
4state parks; issuing annual disabled veteran recreation cards; and requiring
5the exercise of rule-making authority.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB311-SSA1, s. 1 6Section 1. 15.347 (21) of the statutes is created to read:
AB311-SSA1,2,87 15.347 (21) Sporting heritage council. (a) There is created in the department
8of natural resources a sporting heritage council consisting of the following members:
AB311-SSA1,2,109 1. The secretary of natural resources, or his or her designee, who shall serve
10as chairperson.
AB311-SSA1,2,1111 2. One member, appointed by the governor.
AB311-SSA1,2,1312 3. Two members of the assembly, appointed by the speaker of the assembly, who
13may not be members of the same political party.
AB311-SSA1,2,1514 4. Two members of the senate, appointed by the senate majority leader, who
15may not be members of the same political party.
AB311-SSA1,2,2216 5. Five members, appointed by the natural resources board from nominations
17provided by sporting organizations that have as their primary objective the
18promotion of hunting, fishing, or trapping. Of the 5 members, one shall represent
19the interests of deer hunters, one shall represent the interests of bear hunters, one
20shall represent the interests of bird hunters, one shall represent the interests of
21anglers, and one shall represent the interests of furbearing animal hunters and
22trappers.

16. One member, appointed by the executive committee of the conservation
2congress, who is a member of the conservation congress.
AB311-SSA1,3,43 (b) The members of the sporting heritage council appointed under par. (a) 2. to
46. shall be appointed for 3-year terms.
AB311-SSA1,3,55 (c) The sporting heritage council shall meet at least one time each year.
AB311-SSA1, s. 2 6Section 2. 23.0916 (3m) of the statutes is created to read:
AB311-SSA1,3,117 23.0916 (3m) Board determinations. (a) Except as provided in par. (b), a
8determination by the natural resources board under sub. (2) (b) or (c) or (3) (b) or (c)
9with regard to public access on land or an easement requires 4 or more members of
10the natural resources board to concur in that determination if the land or easement
11was acquired on or after the effective date of this paragraph .... [LRB inserts date].
AB311-SSA1,3,1512 (b) Paragraph (a) does not apply to a determination by the natural resources
13board with regard to public access on an easement, if the primary purpose of the
14easement is to provide public access to a navigable water on which public fishing is
15allowed.
AB311-SSA1, s. 3 16Section 3. 27.01 (7) (c) 6. of the statutes is amended to read:
AB311-SSA1,3,1917 27.01 (7) (c) 6. Any vehicle, except a motor bus, occupied by a person holding
18a senior citizen recreation card issued under s. 29.624 or an annual disabled veteran
19recreation card issued under s. 29.236
.
AB311-SSA1, s. 4 20Section 4. 27.01 (8) (b) 2. of the statutes is amended to read:
AB311-SSA1,3,2221 27.01 (8) (b) 2. Any person holding a senior citizen recreation card issued under
22s. 29.624 or an annual disabled veteran recreation card issued under s. 29.236; or
AB311-SSA1, s. 5 23Section 5. 29.036 of the statutes is created to read:
AB311-SSA1,4,2 2429.036 Sporting heritage council. (1) The sporting heritage council shall
25study, and provide advice and make recommendations to the governor, the natural

1resources board, and the legislature about, issues relating to hunting, trapping,
2fishing, and other types of outdoor recreation activities including all of the following:
AB311-SSA1,4,43 (a) Ways to improve the recruitment and retention of hunters, trappers, and
4anglers.
AB311-SSA1,4,75 (b) Ways to improve the management and protection of the natural resources
6of this state for the purposes of hunting, trapping, fishing, and other types of outdoor
7recreation activities.
AB311-SSA1,4,98 (c) Ways to encourage youth to participate in outdoor recreation activities,
9including ways to implement outdoor recreation programs for youth.
AB311-SSA1,4,1110 (d) Ways to improve access to public and private land for hunting, trapping,
11fishing, and other types of outdoor recreation activities.
AB311-SSA1,4,1212 (e) Ways to improve public access to lakes.
AB311-SSA1,4,1313 (f) Ways to increase the availability of public shooting ranges.
AB311-SSA1,4,20 14(2) The sporting heritage council shall prepare a biennial report on the status
15of the recruitment and retention of hunters, trappers, and anglers in this state. The
16sporting heritage council shall submit its initial report under this subsection no later
17than July 1, 2014, and shall submit subsequent reports no later than July 1 of each
18even-numbered year thereafter, to the governor, to the chairperson of the natural
19resources board, and to the chief clerk of each house of the legislature, for
20distribution to the appropriate standing committees under s. 13.172 (3).
AB311-SSA1, s. 6 21Section 6. 29.053 (3) of the statutes is amended to read:
AB311-SSA1,5,422 29.053 (3) The department may modify any requirement of this chapter or
23rules promulgated under it, establish special seasons, authorize the use of special
24equipment or take any other action in order to provide additional hunting and fishing
25opportunities for persons who are physically disabled or visually handicapped and.

1The department
may limit the number of persons involved , except that if the
2department establishes a special season for hunting deer with firearms for persons
3who are physically disabled, the season shall be open to persons who have been
4issued a Class D permit under s. 29.193 (2)
.
AB311-SSA1, s. 7 5Section 7. 29.084 of the statutes is created to read:
AB311-SSA1,5,11 629.084 Incentives for recruitment. The department shall establish a
7program to recognize people who recruit others as hunters, trappers, and anglers.
8The program shall include a component under which a person who is issued his or
9her first hunting, trapping, or fishing approval in his or her lifetime may designate
10one person as the person who encouraged the applicant to obtain the license. The
11program shall provide for all of the following:
AB311-SSA1,5,13 12(1) A method for maintaining a record of persons designated as provided under
13this section.
AB311-SSA1,5,25 14(2) A method for issuing a credit to any resident who is designated as provided
15under this section a specified number of times, as determined by the department, in
16any license year. The method shall require the department to allow the recipient of
17the credit to apply the credit in a manner that reduces the fee for an approval that
18is listed under s. 29.563 (2) (a) 1., 2., 4. to 5g., or 7. to 9., (3) (a) 1., or (6) (a) 1. by
19one-half of the fee that would otherwise apply to the approval, rounded up to the
20nearest dollar, that reduces the fee specified in s. 29.563 (4) (a) 1. for a resident sports
21license by $20, or that reduces the fee specified in s. 29.563 (4) (a) 2. for a resident
22conservation patron license by $60. The department may not require a resident to
23be designated more than 5 times in a license year in order to be eligible for a credit
24under this subsection. In this subsection, "license year" means the period between
25April 1 and the following March 31.

1Section 8. 29.089 (title) of the statutes is amended to read:
AB311-SSA1,6,3 229.089 (title) Hunting, fishing, and trapping on land in state parks and
3state fish hatcheries.
AB311-SSA1, s. 9 4Section 9. 29.089 (1) of the statutes is amended to read:
AB311-SSA1,6,65 29.089 (1) Except as provided in sub. (3), no No person may hunt or trap on land
6located in state parks or state fish hatcheries.
AB311-SSA1, s. 10 7Section 10. 29.089 (1m) of the statutes is created to read:
AB311-SSA1,6,108 29.089 (1m) (a) Except as provided in par. (b), state parks shall be open to
9hunting, fishing, and trapping by persons who hold the appropriate approvals
10required under this chapter.
AB311-SSA1,6,1211 (b) The department may prohibit hunting, fishing, or trapping in a state park
12or a portion of a state park if any of the following applies:
AB311-SSA1,6,1413 1. The department prohibits hunting, fishing, or trapping within 100 yards of
14a designated use area.
AB311-SSA1,6,1915 2. The natural resources board determines that prohibiting hunting, fishing,
16or trapping is necessary to protect public safety or to protect a unique animal or plant
17community. A determination to prohibit hunting, fishing, or trapping in a state park
18or a portion of a state park under this subdivision requires 4 or more members of the
19natural resources board to concur in that determination.
AB311-SSA1, s. 11 20Section 11. 29.089 (2) (intro.) of the statutes, as affected by 2011 Wisconsin
21Act 35
, is amended to read:
AB311-SSA1,6,2522 29.089 (2) (intro.) Except as provided in sub. (3), no No person may have in his
23or her possession or under his or her control a firearm on land located in state parks
24or
state fish hatcheries unless the firearm is unloaded and enclosed within a carrying
25case. This subsection does not apply to any of the following:

1Section 12. 29.089 (3) of the statutes is repealed.
AB311-SSA1, s. 13 2Section 13. 29.193 (2) (b) 1. of the statutes is amended to read:
AB311-SSA1,7,53 29.193 (2) (b) 1. The department shall, after investigation and without
4charging a fee, except for the costs of review in par. (c) 3. or (e), issue a Class A, Class
5B or, Class C, or Class D permit to any person, as provided in this subsection.
AB311-SSA1, s. 14 6Section 14. 29.193 (2) (b) 3. of the statutes is amended to read:
AB311-SSA1,7,107 29.193 (2) (b) 3. As part of the application for a Class A or, Class B, or Class D
8permit under this subsection, the applicant shall authorize the department by
9written release to examine all medical records regarding the applicant's physical
10disability.
AB311-SSA1, s. 15 11Section 15. 29.193 (2) (c) 5. of the statutes is created to read:
AB311-SSA1,7,1312 29.193 (2) (c) 5. The department shall issue a Class D permit to any person who
13meets the requirements under par. (cd).
AB311-SSA1, s. 16 14Section 16. 29.193 (2) (cd) of the statutes is created to read:
AB311-SSA1,7,1615 29.193 (2) (cd) Class D permit requirements. 1. A person is eligible for a Class
16D permit if he or she meets the requirements specified in subds. 2. and 3.
AB311-SSA1,7,1817 2. A person meets the requirements of this subdivision if any of the following
18applies:
AB311-SSA1,7,2019 a. The person has an amputation or other loss of one or more arms at or above
20the elbow.
AB311-SSA1,7,2421 b. The person has a permanent substantial loss of function in one or both arms
22and fails to meet the minimum standards of the standard upper extremity pinch test,
23the standard grip test, or the standard nine-hole peg test, administered under the
24direction of a licensed physician or a licensed chiropractor.
AB311-SSA1,8,4
1c. The person has a permanent substantial loss of function in one or both
2shoulders and fails to meet the minimum standards of the standard shoulder
3strength test, administered under the direction of a licensed physician or a licensed
4chiropractor.
AB311-SSA1,8,65 3. A person meets the requirements of this subdivision if any of the following
6applies:
AB311-SSA1,8,107 a. The person is unable to place his or her nondominant hand or prosthesis in
8a position that is level with his or her shoulders and at a minimum distance of 27
9inches from his or her body or is unable to hold a 5-pound weight for 10 seconds when
10that person's nondominant hand or prosthesis is in that position.
