749.854 (2) (b), unless the student provides to the board a payment agreement that
8has been approved by the county child support agency under s. 59.53 (5) and that is

5premium due upon refunding any of the debt. If the property was acquired,
6constructed, or improved with federal financial assistance, the board shall pay to the
7federal government any of the net proceeds required by federal law. If the property
8was acquired by gift or grant or acquired with gift or grant funds, the board shall
9adhere to any restriction governing use of the proceeds.
