AB40-ASA1-AA34,3,4 (d) The board shall, within 31 days after a petition is filed under par. (c), review the signatures to determine whether any signatures or petition sheets may not be counted for the reasons provided in par. (e) or (f). If, after review, the board determines that the petition contains a number of signatures of qualified electors in the Racine Unified School District equal to not less than 25 percent of the number of pupils enrolled in the Racine Unified School District in the 2010-11 school year, the board shall certify that result to the department of public instruction. The department shall implement the program under this section in the first school year that begins after the date on which the board certifies the petition under this paragraph.

AB40-ASA1-AA34,3,5 (e) An individual signature on a petition sheet may not be counted if:

AB40-ASA1-AA34,3,6 1. The signature is not dated.

AB40-ASA1-AA34,3,7 2. The signature is dated outside the circulation period.

AB40-ASA1-AA34,3,9 3. The signature is dated after the date of the certification contained on the petition sheet.

AB40-ASA1-AA34,3,11 4. The residency of the signer of the petition sheet cannot be determined by the address given.

AB40-ASA1-AA34,3,13 5. The signature is that of an individual who is not a resident of the Racine Unified School District.

AB40-ASA1-AA34,3,15 6. The signer has been adjudicated not to be a qualified elector on grounds of incompetency or limited incompetency as provided in s. 6.03 (3).

AB40-ASA1-AA34,3,16 7. The signer is not a qualified elector by reason of age.

AB40-ASA1-AA34,3,18 8. The circulator knew or should have known that the signer, for any other reason, was not a qualified elector.

AB40-ASA1-AA34,3,19 (f) No signature on the petition sheet may be counted if:

AB40-ASA1-AA34,3,20 1. The circulator fails to sign his or her certification.

AB40-ASA1-AA34,3,21 2. The circulator is not a qualified circulator.".
