ASSEMBLY AMENDMENT 3, TO ASSEMBLY BILL 21

AB21-AA3,1,1 At the locations indicated, amend the bill as follows:

AB21-AA3,1,2 1. Page 13, line 9: after that line insert:

AB21-AA3,1,4 "(em) The person does not engage and will not engage in any of the activities that are prohibited under sub. (2m).".

AB21-AA3,1,5 2. Page 13, line 10: after that line insert:

AB21-AA3,1,6 "(2m) Prohibited activities. (a) In this subsection:

AB21-AA3,1,8 1. "Asexual reproduction" means reproduction not initiated by the union of a human oocyte and a human sperm.

AB21-AA3,1,10 2. "Enucleated oocyte" means a fertilized or unfertilized oocyte, the nuclear material of which has been removed or inactivated.

AB21-AA3,1,13 3. "Fetal body part" means a cell, tissue, organ, or other part of an unborn child, as defined in s. 939.75 (1), who is aborted by an induced abortion, as defined in s. 69.01 (13m).

AB21-AA3,2,4 4. "Human cloning" means asexual reproduction accomplished by introducing nuclear material from one or more human somatic cells into an enucleated oocyte so as to produce a living organism having genetic material that is virtually identical to the genetic material of an existing or previously existing human organism.

AB21-AA3,2,9 5. "Human embryo" means a human organism derived by fertilization, parthenogenesis, cloning, or any other means from one or more human gametes or human diploid cells. "Human embryo" includes a zygote but does not include a human organism at or beyond the stage of development at which the major body structures are present.

AB21-AA3,2,10 6. "Living organism" includes a human embryo.

AB21-AA3,2,13 7. "Somatic cell" means a cell that has a complete set of chromosomes and that is obtained or derived from a living or dead human organism at any stage of development.

AB21-AA3,2,15 (b) No certified bioscience company may engage in any of the following activities:

AB21-AA3,2,18 1. Research or experimentation that results in the destruction or harm of a human embryo or uses cells or tissue derived from the destruction or harm of a human embryo.

AB21-AA3,2,19 2. The creation of a human embryo for purposes of research or experimentation.

AB21-AA3,2,20 3. Human cloning.

AB21-AA3,2,21 4. Research or experimentation that uses fetal body parts.".
