AB139-ASA2,1,2 1An Act relating to: creating a committee to study the patient informed consent
2law for physicians.

This substitute amendment creates the Committee to Study the Patient
Informed Consent Law for Physicians (committee). The substitute amendment
requires the committee to conduct a study of Wisconsin's patient informed consent
law for physicians, to develop findings and recommendations, including any
legislative proposals that the committee determines to be appropriate, and to report
its findings and recommendations to the legislature.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB139-ASA2,1 3Section 1. Nonstatutory provisions.
AB139-ASA2,1,44 (1) Committee to study the patient informed consent law for physicians.
AB139-ASA2,1,65 (a) There is created the committee to study the patient informed consent law
6for physicians consisting of the following members:

11. Two members appointed by the governor.
AB139-ASA2,2,2 22. One member appointed by the president of the senate.
AB139-ASA2,2,3 33. One member appointed by the speaker of the assembly.
AB139-ASA2,2,4 44. One member appointed by the senate minority leader.
AB139-ASA2,2,5 55. One member appointed by the assembly minority leader.
AB139-ASA2,2,6 66. The chairperson of the medical examining board, or his or her designee.
AB139-ASA2,2,87 (b) The committee to study the patient informed consent law for physicians
8shall do all of the following:
AB139-ASA2,2,10 91. Conduct a study of the issues surrounding the patient informed consent law
10for physicians under section 448.30 of the statutes.
AB139-ASA2,2,13 112. Develop findings and recommendations related to the patient informed
12consent law for physicians under section 448.30 of the statutes, including any
13legislative proposals that the committee determines to be appropriate.
AB139-ASA2,2,1814 (c) The committee to study the patient informed consent law for physicians
15shall report its findings and recommendations to the legislature in the manner
16provided in section 13.172 (2) of the statutes no later than the first day of the 12th
17month beginning after the effective date of this paragraph. The committee
18terminates upon the submission of the report.
AB139-ASA2,2,2119 (d) The legislative council staff shall provide staff to assist the committee to
20study the patient informed consent law for physicians in the performance of its
21functions.
