AB40-ASA1,419,85 (c) During fiscal biennium 2015-17, and during each fiscal biennium
6thereafter, the department shall provide a grant under par. (a) in the amount of
7$450,000 to the extent allowed under federal law from funds received from the
8federal government under 16 USC 669-669i and 777-777k.
AB40-ASA1,419,10 9(2) A nonprofit organization is eligible to receive a grant under sub. (1) if it
10meets all of the following requirements:
AB40-ASA1,419,1111 (a) It has a principal place of business in this state.
AB40-ASA1,419,1412 (am) It has a relationship with a nationally recognized organization that
13provides proven and successful firearms safety education and is able to use that
14relationship to host shooting events.
AB40-ASA1,419,1715 (b) It teaches courses on firearm safety and training, shooting skills, and
16outdoor education and uses a nationally recognized curriculum to teach those
17courses.
AB40-ASA1,419,1818 (c) It has a relationship with a nationally recognized shooting expert.
AB40-ASA1,419,2019 (d) It is able to provide mentors for new hunters by recruiting volunteers and
20maintaining a database of volunteers.
AB40-ASA1,419,2121 (e) It is not an affiliate of a national federation or organization.
AB40-ASA1,419,2422 (f) It is able to ensure the maintenance or improvement of this state's position
23among all of the states in the areas of outdoor sporting heritage and recruitment by
24providing sporting education and programming to persons throughout this state.
AB40-ASA1,420,2
1(g) Beginning with grants awarded during fiscal biennium 2015-17, it
2contributes $150,000 in funds to be used with a grant awarded under this section.
AB40-ASA1,420,5 3(3) A nonprofit organization that receives a grant under sub. (1) shall use the
4grant to provide programs and education designed to preserve and protect this state's
5hunting, fishing, trapping, and shooting traditions.
AB40-ASA1,420,8 6(4) During fiscal biennium 2015-17, and during each fiscal biennium
7thereafter, the department shall award a grant under this section not later than 30
8days after the biennial budget bill for that fiscal biennium is enacted.
AB40-ASA1,572h 9Section 572h. 29.739 of the statutes is created to read:
AB40-ASA1,420,13 1029.739 Grants for walleye production. (1) The department shall establish
11a grant program to award grants on a competitive basis to cities, villages, towns, and
12counties; to federally recognized Indian tribes or bands located in this state; and to
13fish farms.
AB40-ASA1,420,16 14(2) Grants awarded under this section shall be used for the purpose of
15increasing the grantee's capacity to raise walleye for stocking in the waters of the
16state. The grants may be used to build, improve, or repair any of the following:
AB40-ASA1,420,1717 (a) Buildings and structures used as fish hatcheries or for fish rearing.
AB40-ASA1,420,1818 (b) Fish rearing ponds.
AB40-ASA1,420,1919 (c) Wells or water recirculation systems.
AB40-ASA1,420,2020 (d) Biosecurity systems to ensure fish health.
AB40-ASA1,420,2121 (e) Holding facilities and equipment used for fish brood stock.
AB40-ASA1,420,2222 (f) Equipment used for the distribution of fish or for the collection of fish spawn.
AB40-ASA1,420,24 23(3) For a fish farm to be eligible for a grant under this section, the fish farm
24shall meet all of the following requirements:

1(a) The fish farm is registered with the department of agriculture, trade and
2consumer protection under s. 95.60.
AB40-ASA1,421,43 (b) The fish farm is in compliance with all applicable state and federal
4environmental laws and all applicable state and federal laws related to fish health.
AB40-ASA1,421,8 5(4) A contract awarding a grant under this section shall state the number of
6fingerlings that will be reared as a result of the increased capacity and the purchase
7price the grantee shall charge for the fingerlings when the construction,
8improvement, or repair is completed.
AB40-ASA1,421,10 9(5) The department shall promulgate rules to implement the program to be
10established under this section.
AB40-ASA1,572m 11Section 572m. 29.740 of the statutes is created to read:
AB40-ASA1,421,13 1229.740 Contracts for walleye production. (1) In this section, "local
13governmental unit" means a city, village, town, or county.
AB40-ASA1,421,17 14(2) The department may enter into contracts with local governmental units,
15federally recognized Indian tribes or bands located in this state, and fish farms for
16the purpose of increasing the amount of walleye available for stocking in the waters
17of the state.
AB40-ASA1,421,19 18(3) The terms of a contract entered into under this section may include all of
19the following:
AB40-ASA1,421,2220 (a) Authorization for the department to furnish fish eggs and fish for free or at
21cost to a local governmental unit, tribe, band, or fish farm that is a party to the
22contract.
AB40-ASA1,421,2423 (b) Authorization for the department to purchase fish from a local
24governmental unit, tribe, band, or fish farm that is a party to the contract.

1(4) No contract entered into under this section may have a term that is more
2than 5 years.
AB40-ASA1,573 3Section 573. 29.753 of the statutes is created to read:
AB40-ASA1,422,7 429.753 Importation of wild elk. Notwithstanding ss. 95.20 and 95.55 (6) and
5rules promulgated under those provisions, the department may import and move elk
6and introduce the elk into Ashland, Bayfield, Jackson, Price, or Sawyer county if all
7of the following apply:
AB40-ASA1,422,8 8(1) The elk are taken from the wild and not raised on a farm.
AB40-ASA1,422,10 9(2) The purpose of importing or moving the elk is to protect, develop, or manage

12that the applicable requirements related to chronic wasting disease under ss. 95.20
13and 95.55 (6) are met to the fullest extent possible and practical with wild and

AB40-ASA1,422,17 15(4) The department tests each elk for tuberculosis and brucellosis before
16importing or moving the elk in accordance with the applicable disease testing
17requirements of the department of agriculture, trade and consumer protection.
AB40-ASA1,422,19 18(5) The department does not seek a reduction of road access to public lands in
19connection with importing, moving, or introducing the elk.
