ASSEMBLY AMENDMENT 3, TO ASSEMBLY BILL 677

AB677-AA3,1,1 At the locations indicated, amend the bill as follows:

AB677-AA3,1,3 1. Page 1, line 4: before "rule-making" insert "child care provider reimbursement rates;".

AB677-AA3,1,4 2. Page 7, line 8: after that line insert:

AB677-AA3,1,6 " Section 10c. 49.155 (6) (e) 2. of the statutes, as affected by 2013 Wisconsin Act 20, is repealed and recreated to read:

AB677-AA3,1,13 49.155 (6) (e) 2. Subject to subd. 3., beginning in the 2013-14 fiscal biennium, and at the beginning of each fiscal biennium thereafter, the department shall adjust the maximum payment rates under pars. (a) to (d) by a percentage that is equal to the percentage change in the U.S. consumer price index for all urban consumers, U.S. city average, for the 24 months ending on December 31 of the previous year, as determined by the federal department of labor, except that the department may make the adjustment only if the percentage is a positive number.

AB677-AA3,10d Section 10d. 49.155 (6) (e) 3. (intro.) of the statutes, as affected by 2013 Wisconsin Act 20, is amended to read:

AB677-AA3,2,5 49.155 (6) (e) 3. (intro.) The department may shall modify a child care provider's payment rate under subd. 2. on the basis of the provider's quality rating, as described in the quality rating plan, in the following manner:

AB677-AA3,10f Section 10f. 49.155 (6) (e) 3. b. of the statutes, as affected by 2013 Wisconsin Act 20, is amended to read:

AB677-AA3,2,9 49.155 (6) (e) 3. b. For a child care provider who receives a 2-star rating, the department may reduce shall pay the maximum payment rate by up to 5 percent.

AB677-AA3,10g Section 10g. 49.155 (6) (e) 3. c. of the statutes, as affected by 2013 Wisconsin Act 20, is amended to read:

AB677-AA3,2,13 49.155 (6) (e) 3. c. For a child care provider who receives a 3-star rating, the department may pay up to shall increase the maximum payment rate by 5 percent.

AB677-AA3,10h Section 10h. 49.155 (6) (e) 3. d. of the statutes, as affected by 2013 Wisconsin Act 20, section 1006, is amended to read:

AB677-AA3,2,17 49.155 (6) (e) 3. d. For a child care provider who receives a 4-star rating, the department may shall increase the maximum payment rate by up to 10 percent.

AB677-AA3,10i Section 10i. 49.155 (6) (e) 3. e. of the statutes, as affected by 2013 Wisconsin Act 20, is amended to read:

AB677-AA3,2,22 49.155 (6) (e) 3. e. For a child care provider who receives a 5-star rating, the department may shall increase the maximum payment rate for such a child care provider by up to 25 percent.

AB677-AA3,10L Section 10L. 49.155 (6d) (a) 3. of the statutes, as affected by 2013 Wisconsin Act 20, is repealed.".
