AB85-SA10,1,2 21. Page 17, line 14: after that line insert:
AB85-SA10,1,3 3" Section 22e. 59.57 (4) of the statutes is created to read:
AB85-SA10,1,44 59.57 (4) Disadvantaged business department. (a) In this subsection:
AB85-SA10,1,55 1. "County" means a county with a population of 750,000 or more.
AB85-SA10,1,96 2. "Disadvantaged business enterprise" means a sole proprietorship,
7partnership, limited liability company, joint venture, or corporation that is owned,
8controlled, and actively managed by one or more individuals who is a socially and
9economically disadvantaged individual.
AB85-SA10,1,1210 3. "Socially and economically disadvantaged individual" means an individual
11who is a citizen of the United States, or a lawfully admitted permanent resident of
12the United States, and who is also one of the following:
AB85-SA10,2,2
1a. An individual who the county determines is socially or economically
2disadvantaged, on a case-by-case basis.
AB85-SA10,2,33 b. A minority group member, as that term is defined in s. 16.287 (1) (f).
AB85-SA10,2,44 c. A woman.
AB85-SA10,2,65 d. A member of a group whose members are designated as socially and
6economically disadvantaged by the federal Small Business Administration.
AB85-SA10,2,107 (b) A county board may enact an ordinance creating a department in county
8government to provide assistance to disadvantaged business enterprises. Such a
9department shall respond to requests for services from the board and the county
10executive, and shall be responsible to both the county executive and the board.
AB85-SA10,2,1611 (c) The head of the department described under par. (b) shall be appointed by
12the county executive, with the concurrence of a majority of the board, and shall not
13serve at the pleasure of the county executive. The head of such a department may
14be dismissed at any time by the county executive with the concurrence of a majority
15of the members-elect of the board. The head of such a department may also be
16dismissed at any time by a majority vote of the board.".
