SB21-SSA1-SA15,1,11 At the locations indicated, amend the substitute amendment as follows:
SB21-SSA1-SA15,1,6 21. Page 207, line 2: increase the dollar amount for fiscal year 2015-16 by
3$345,100 and increase the dollar amount for fiscal year 2016-17 by $345,100 for the
4purpose of hiring LTE case aides to assist the staff of the bureau of Milwaukee child
5welfare in the department of children and families in providing child welfare services
6in Milwaukee County.

1"(3c) Bureau of Milwaukee child welfare; assistant administrator position.
2The authorized FTE positions for the department of children and families are
3increased by 0.92 GPR assistant administrator position, to be funded from the
4appropriation under section 20.437 (1) (cw) of the statutes, and by 0.08 FED position,
5to be funded from the appropriation under section 20.437 (1) (mw) of the statutes, for
6the purpose of assisting the director and the deputy director of the bureau of
7Milwaukee child welfare in that department in administering child welfare services
8in Milwaukee County. The department of children and families shall fill that
9position within 60 days after the effective date of this subsection or, if that
10department does not fill that position within those 60 days, that department shall
11submit a report to the joint committee on finance providing detailed reasons why the
12position remains unfulfilled within 30 days after the expiration of those 60 days and
13every 30 days after that until the position is filled.".

SB21-SSA1-SA15,3,2 15"(3n) Reports on timeliness of child abuse and neglect assessments. By no
16later than the 10th day of the 2nd month beginning after the effective date of this
17subsection, and by no later than the 10th day of every month after that until August
1810, 2017, the department of children and families shall submit to the joint committee
19on finance a report that identifies, for the most recent month for which data are
20available, each agency, as defined in section 48.981 (1) (ag) of the statutes, that fails
21to complete an initial assessment as to whether child abuse or neglect has occurred
22or is likely to occur for at least 65 percent of the reports of child abuse or neglect that
23the agency investigates within 60 days after receipt of such a report as required

1under section 48.981 (3) (c) 4. of the statutes. For each agency identified in a report,
2the report shall include all of the following:

4agency in the month reported.
SB21-SSA1-SA15,3,6 5(b) The number of initial assessments completed during the month reported
6within the time required under section 48.981 (3) (c) 4. of the statutes.

8but not within the time required under section 48.981 (3) (c) 4. of the statutes.
SB21-SSA1-SA15,3,11 9(d) The number of initial assessments pending during the month reported that
10were not completed within the time required under section 48.981 (3) (c) 4. of the
11statutes.
SB21-SSA1-SA15,3,14 12(e) For the initial assessments described in paragraphs (c) and (d), the reasons
13why those assessments were not completed within the time required under section
1448.981 (3) (c) 4. of the statutes.

SB21-SSA1-SA15,4,2 18"(3h) Audit of bureau of Milwaukee child welfare. The legislative audit
19bureau is requested to perform a financial audit of the bureau of Milwaukee child
20welfare in the department of children and families and a performance evaluation
21audit of the child welfare programs provided by that bureau, including an evaluation
22of the child welfare programs provided by, the finances of, and the staffing of that
23bureau for fiscal years 2012-13 to 2014-15. If the legislative audit bureau performs

1the audit, it shall file its report as described under section 13.94 (1) (b) of the statutes
2by July 1, 2016.".
