SENATE AMENDMENT 15, TO SENATE SUBSTITUTE AMENDMENT 1, TO SENATE BILL 21

SB21-SSA1-SA15,1,1 At the locations indicated, amend the substitute amendment as follows:

SB21-SSA1-SA15,1,6 1. Page 207, line 2: increase the dollar amount for fiscal year 2015-16 by $345,100 and increase the dollar amount for fiscal year 2016-17 by $345,100 for the purpose of hiring LTE case aides to assist the staff of the bureau of Milwaukee child welfare in the department of children and families in providing child welfare services in Milwaukee County.

SB21-SSA1-SA15,1,10 3. Page 1484, line 11: after "more." insert "That employee retention plan shall require initial assessment staff of that subunit to be paid not less than similarly situated initial assessment case workers employed by Dane County.".

SB21-SSA1-SA15,2,13 "(3c) Bureau of Milwaukee child welfare; assistant administrator position. The authorized FTE positions for the department of children and families are increased by 0.92 GPR assistant administrator position, to be funded from the appropriation under section 20.437 (1) (cw) of the statutes, and by 0.08 FED position, to be funded from the appropriation under section 20.437 (1) (mw) of the statutes, for the purpose of assisting the director and the deputy director of the bureau of Milwaukee child welfare in that department in administering child welfare services in Milwaukee County. The department of children and families shall fill that position within 60 days after the effective date of this subsection or, if that department does not fill that position within those 60 days, that department shall submit a report to the joint committee on finance providing detailed reasons why the position remains unfulfilled within 30 days after the expiration of those 60 days and every 30 days after that until the position is filled.".

SB21-SSA1-SA15,3,2 "(3n) Reports on timeliness of child abuse and neglect assessments. By no later than the 10th day of the 2nd month beginning after the effective date of this subsection, and by no later than the 10th day of every month after that until August 10, 2017, the department of children and families shall submit to the joint committee on finance a report that identifies, for the most recent month for which data are available, each agency, as defined in section 48.981 (1) (ag) of the statutes, that fails to complete an initial assessment as to whether child abuse or neglect has occurred or is likely to occur for at least 65 percent of the reports of child abuse or neglect that the agency investigates within 60 days after receipt of such a report as required under section 48.981 (3) (c) 4. of the statutes. For each agency identified in a report, the report shall include all of the following:

SB21-SSA1-SA15,3,4 (a) The number of reports of child abuse or neglect being investigated by the agency in the month reported.

SB21-SSA1-SA15,3,6 (b) The number of initial assessments completed during the month reported within the time required under section 48.981 (3) (c) 4. of the statutes.

SB21-SSA1-SA15,3,8 (c) The number of initial assessments completed during the month reported, but not within the time required under section 48.981 (3) (c) 4. of the statutes.

SB21-SSA1-SA15,3,11 (d) The number of initial assessments pending during the month reported that were not completed within the time required under section 48.981 (3) (c) 4. of the statutes.

SB21-SSA1-SA15,3,14 (e) For the initial assessments described in paragraphs (c) and (d), the reasons why those assessments were not completed within the time required under section 48.981 (3) (c) 4. of the statutes.

SB21-SSA1-SA15,3,16 (f) A plan for improving the timeliness of the agency's completion of initial assessments of child abuse and neglect reports investigated by the agency.".

SB21-SSA1-SA15,4,2 "(3h) Audit of bureau of Milwaukee child welfare. The legislative audit bureau is requested to perform a financial audit of the bureau of Milwaukee child welfare in the department of children and families and a performance evaluation audit of the child welfare programs provided by that bureau, including an evaluation of the child welfare programs provided by, the finances of, and the staffing of that bureau for fiscal years 2012-13 to 2014-15. If the legislative audit bureau performs the audit, it shall file its report as described under section 13.94 (1) (b) of the statutes by July 1, 2016.".
