SB239-SSA2-SA2,1,3 21. Page 1, line 4: before "and" insert "restricting who may draft permits issued
3by the Department of Natural Resources,".

SB239-SSA2-SA2,1,4 42. Page 10, line 16: after that line insert:

SB239-SSA2-SA2,1,5 5" Section 5m. 299.06 of the statutes is created to read:

SB239-SSA2-SA2,1,6 6299.06 Applicant drafting prohibited. (1) Definitions. In this section:

SB239-SSA2-SA2,1,87 (a) "Applicant" means a person who applies for an approval, modification of an
8approval, or reissuance of an approval.

SB239-SSA2-SA2,1,109 (b) "Approval" means a permit, license, certification, or approval that is issued,
10modified, or reissued under chs. 30 and 280 to 295.

1(2) Drafting approvals. The department may not allow an applicant to draft
2any portion of an approval.".
