AB2-AA4,1,11 At the locations indicated, amend the bill as follows:
AB2-AA4,1,4 21. Page 1, line 2: after “programs" insert “, Medicaid expansion and eligibility
3for BadgerCare Plus and BadgerCare Plus Core, alcohol and other drug abuse
4prevention and treatment,".

1Section 3d. 20.435 (5) (bd) of the statutes is created to read:
AB2-AA4,2,42 20.435 (5) (bd) Alcohol and other drug abuse programs. The amounts in the
3schedule to be expended on programs providing prevention, intervention, or
4treatment for alcohol and other drug abuse.
AB2-AA4,3g 5Section 3g. 49.45 (23) (a) of the statutes is amended to read:
AB2-AA4,2,136 49.45 (23) (a) The department shall request a waiver from the secretary of the
7federal department of health and human services to permit the department to
8conduct a demonstration project to provide health care coverage to adults who are
9under the age of 65, who have family incomes not to exceed 100 133 percent of the
10poverty line before application of the 5 percent income disregard under 42 CFR
11435.603 (d)
, except as provided in s. 49.471 (4g), and who are not otherwise eligible
12for medical assistance under this subchapter, the Badger Care health care program
13under s. 49.665, or Medicare under 42 USC 1395 et seq.
AB2-AA4,3h 14Section 3h. 49.471 (1) (cr) of the statutes is created to read:
AB2-AA4,2,1615 49.471 (1) (cr) “Enhanced federal medical assistance percentage" means a
16federal medical assistance percentage described under 42 USC 1396d (y) or (z).
AB2-AA4,3j 17Section 3j. 49.471 (4) (a) 4. b. of the statutes is amended to read:
AB2-AA4,2,2018 49.471 (4) (a) 4. b. The Except as provided in sub. (4g), the individual's family
19income does not exceed 100 133 percent of the poverty line before application of the
205 percent income disregard under 42 CFR 435.603 (d)

AB2-AA4,3k 21Section 3k. 49.471 (4g) of the statutes is created to read:
AB2-AA4,3,522 49.471 (4g) Medicaid expansion; federal medical assistance percentage. (a)
23For services provided to individuals described under sub. (4) (a) 4. and s. 49.45 (23),
24the department shall comply with all federal requirements to qualify for the highest
25available enhanced federal medical assistance percentage. The department shall

1submit any amendment to the state medical assistance plan, request for a waiver of
2federal Medicaid law, or other approval request required by the federal government
3to provide services to the individuals described under sub. (4) (a) 4. and s. 49.45 (23)
4and qualify for the highest available enhanced federal medical assistance
5percentage.
AB2-AA4,3,176 (b) If the department does not qualify for an enhanced federal medical
7assistance percentage, or if the enhanced federal medical assistance percentage
8obtained by the department is lower than printed in federal law as of July 1, 2013,
9for individuals eligible under sub. (4) (a) 4. or s. 49.45 (23), the department shall
10submit to the joint committee on finance a fiscal analysis comparing the cost to
11maintain coverage for adults who are not pregnant and not elderly with family
12incomes up to 133 percent of the poverty line to the cost of limiting eligibility to those
13adults with family incomes up to 100 percent of the poverty line. The department
14may reduce income eligibility for adults who are not pregnant and not elderly from
15family incomes of up to 133 percent of the poverty line to family incomes of up to 100
16percent of the poverty line only if this reduction in income eligibility levels is
17approved by the joint committee on finance.
AB2-AA4,3m 18Section 3m. 51.03 (7) of the statutes is created to read:
AB2-AA4,3,2419 51.03 (7) From the appropriation under s. 20.435 (5) (bd), the department shall
20allocate to programs providing prevention, intervention, or treatment for alcohol and
21other drug abuse in each fiscal year an amount equal to 10 percent of the savings,
22as determined by the department, in general purpose revenue by expanding the
23Medical Assistance program to certain adults with family incomes up to 133 percent
24of the federal poverty line under 2017 Wisconsin Act .... (this act).”.

13. Page 4, line 4: after that line insert:
AB2-AA4,4,10 2(4m) Medicaid expansion. In the schedule under section 20.005 (3) of the
3statutes for the appropriation to the department of health services under section
420.435 (4) (b) of the statutes, the dollar amount for fiscal year 2017-18 is decreased
5by $108,200,000 to provide Medical Assistance to certain adults with family incomes
6up to 133 percent of the federal poverty line. In the schedule under section 20.005
7(3) of the statutes for the appropriation to the department of health services under
8section 20.435 (4) (b) of the statutes, the dollar amount for fiscal year 2018-19 is
9decreased by $236,900,000 to provide Medical Assistance to certain adults with
10family incomes up to 133 percent of the federal poverty line.”.
AB2-AA4,4,11 114. Page 4, line 7: after that line insert:
AB2-AA4,4,15 12(2m) Medicaid expansion. The treatment of sections 20.435 (5) (bd), 49.45 (23)
13(a), 49.471 (1) (cr), (4) (a) 4. b., and (4g), and 51.03 (7) of the statutes and Sections
141c and 5 (4m) of this act take effect on January 1, 2018, or on the day after publication,
15whichever is later.”.
