21authorized to transact business in this state, may, subject to ss. 30.44 (3m), 30.45 and
22196.491 (3) (d) 3m., with the written consent of the department with respect to state
23trunk highways, and with the written consent of local authorities with respect to
24highways under their jurisdiction, including connecting highways, construct and
1operate
lines, wires, or fiber for telecommunications service, as defined in s. 182.017
2(1g) (cq), telegraph, telephone, or electric lines, or pipes or pipelines, for the purpose
3of transmitting
voice, video, data, messages, water, liquid manure, heat, light, or
4power along, across,
under, or within the limits of the highway.”.

9“(b) A school district is eligible for a grant under this subsection if the school
10district's membership in the previous school year divided by the school district's area
11in square miles is 16 or less.”.

(5) Notwithstanding s. 20.001 (3) (b) of the statutes, the unencumbered
14balance in the appropriation account under section 20.505 (4) (s) of the statutes shall
15be retained in the appropriation account at the end of the 2015-17 biennium.

16(6) In the schedule under 20.005 (3) of the statutes for the appropriation to the
17department of administration under section 20.505 (4) (s) of the statutes, the dollar
18amount for fiscal year 2017-18 is increased by the unencumbered balance retained
19under subsection (5).”.
