AB64-ASA1,749,4 4115.387 School performance improvement grants. (1) In this section:
AB64-ASA1,749,65 (a) “Accountability report” means the school and school district accountability
6report published under s. 115.385.
AB64-ASA1,749,87 (b) “Eligible school” means any of the following that is located within the
8geographical boundaries of an eligible school district:
AB64-ASA1,749,109 1. A public school that is under the control of a school board, including a charter
10school under contract with the school board.
AB64-ASA1,749,1111 2. A charter school established under s. 118.40 (2r) or (2x).
AB64-ASA1,749,1212 3. A private school participating in the program under s. 118.60 or 119.23.
AB64-ASA1,749,1313 (c) “Eligible school district” means any of the following:

15accountability report in the previous school year.
AB64-ASA1,749,1616 2. A 1st class city school district.
AB64-ASA1,749,1817 (d) 1. For purposes of a public school that is under the control of a school board,
18“number of pupils enrolled” has the meaning given in s. 115.437 (1).
AB64-ASA1,749,2019 2. For purposes of a charter school established under s. 118.40 (2r) or (2x),
20“number of pupils enrolled” means the number of pupils attending the charter school.
AB64-ASA1,749,2321 3. For purposes of a private school participating in the program under s. 118.60
22or 119.23, “number of pupils enrolled” means the number of pupils attending the
23private school under the program under s. 118.60 or 119.23.
AB64-ASA1,750,3
1(2) Beginning in the 2018-19 school year and in each school year thereafter,
2subject to sub. (4), the department shall award a grant in an amount determined
3under sub. (3) to each eligible school that satisfies all of the following:
AB64-ASA1,750,54 (a) The eligible school develops a written school improvement plan to improve
5pupil performance in math and reading.
AB64-ASA1,750,116 (b) If the eligible school received a grant under this section in the previous
7school year, the numerical score that was the basis for the eligible school's
8performance category on the accountability report in the previous school year was
9greater than the numerical score that was the basis for the eligible school's
10performance category on the accountability report in the school year preceding the
11previous school year.
AB64-ASA1,750,13 12(3) The department shall calculate the amount of an eligible school's grant
13under sub. (2) as follows:
AB64-ASA1,750,1514 (a) Determine the total number of pupils enrolled in all eligible schools that are
15entitled to a grant under this section in the current school year.
AB64-ASA1,750,1716 (b) Divide the amount appropriated under s. 20.255 (2) (dg) for the current
17school year by the number of pupils determined under par. (a).
AB64-ASA1,750,1918 (c) Multiply the quotient determined in par. (b) by the number of pupils enrolled
19in the eligible school in the current school year.
AB64-ASA1,750,22 20(4) In each school year, the department may not award a grant under sub. (2)
21before the department of administration approves the per pupil amount calculated
22under sub. (3) (b) for that school year.
AB64-ASA1,750,24 23(5) A school board shall distribute funds it receives under this section to the
24school administrator of the eligible school that earned the award under this section.
AB64-ASA1,1474 25Section 1474 . 115.42 (3) of the statutes is repealed.

1Section 1475. 115.42 (4) (c) of the statutes is repealed.
AB64-ASA1,1475m 2Section 1475m. 115.423 of the statutes is created to read:
AB64-ASA1,751,12 3115.423 Rural school teacher talent pilot program. From the
4appropriation under s. 20.255 (1) (eg), the department shall award grants to
5cooperative educational service agencies to coordinate with universities and colleges
6to place undergraduate college students in rural school districts as student teachers
7and in practicums and internships. Grant moneys may be used to expand an existing
8student teacher, practicum, or internship program or to create a new program, but
9may not be used to maintain an existing program. Grant moneys may be used to
10cover the cooperative educational service agencies' costs to coordinate the program
11and to provide mileage reimbursement and stipends to participating
12undergraduates.
AB64-ASA1,1475p 13Section 1475p. 115.434 of the statutes is created to read:
AB64-ASA1,751,16 14115.434 Shared services pilot program. (1) (a) Two or more school boards
15may enter into an agreement to apply for aid under this section to share the services
16of one or more administrative personnel.
AB64-ASA1,751,1917 (b) To qualify for aid under this section, each applicant school board shall pass
18a resolution approving participation in the shared services program under this
19section.
AB64-ASA1,751,2320 (c) The school boards that have entered into an agreement to apply for aid
21under this section shall jointly submit a shared services plan to the department by
22July 1, 2018. The participating school boards shall include all of the following in the
23plan:
AB64-ASA1,751,2424 1. The position or positions the districts intend to share.
AB64-ASA1,751,2525 2. The position or positions that will be eliminated in each district.

13. The salary and fringe benefit costs of the positions described under subds.
21. and 2.
AB64-ASA1,752,53 4. Information demonstrating that the shared services plan will result in a net
4reduction in filled administrative positions between the participating school
5districts.
AB64-ASA1,752,96 (d) A school board may enter into an agreement with a unit of government other
7than a school district to share administrative personnel under a shared services plan
8submitted under par. (c), but the unit of government other than the school district
9is not eligible for aid under this section.
AB64-ASA1,752,1210 (e) There is no limit on the number of positions that participating school boards
11or a participating school board and a participating unit of government may propose
12to share under a shared services plan.
AB64-ASA1,752,16 13(2) The department shall review and approve applications submitted under
14sub. (1) in the order in which the applications are received and shall approve
15applications until all moneys appropriated under s. 20.255 (2) (bt) have been
16encumbered.
AB64-ASA1,752,20 17(3) (a) From the appropriation under s. 20.255 (2) (bt), the department shall,
18subject to sub. (4), make the following payment to each school district that jointly
19submitted an application under sub. (1) and whose shared services plan was
20approved by the department under sub. (2):
AB64-ASA1,752,2121 1. In the first 3 school years of a shared services plan approved under sub. (2):
AB64-ASA1,752,2222 a. For a district administrator, $40,000.
AB64-ASA1,752,2423 b. For a human resources director, information technology coordinator, or

1c. For any non-faculty administrative position other than a position identified
2in subd. 1. a. or b. and other than a principal or assistant principal, $17,500.
AB64-ASA1,753,43 2. In the 4th school year of a shared services plan approved under sub. (2),
4subject to subd. 4., 50 percent of the amount received under subd. 1.
AB64-ASA1,753,65 3. In the 5th school year of a shared services plan approved under sub. (2),
6subject to subd. 4., no payment.
AB64-ASA1,753,107 4. If, before the beginning of the 4th school year of a shared services plan, each
8school district that is participating in the shared services plan enters into a whole
9grade sharing agreement under s. 118.50, for the 4th and 5th school years of the
10shared services plan, 100 percent of the amount under subd. 1.
AB64-ASA1,753,1211 (b) The department shall make its first payments under this subsection by
12January 1, 2019.
AB64-ASA1,753,19 13(4) (a) If one of the school boards that jointly submitted a shared services plan
14approved under sub. (2) hires an additional individual to staff a position covered
15under the shared services plan without eliminating the individual who is serving in
16that same position under the shared services plan, the department shall withdraw
17all school districts that were party to the shared services plan from the program
18under this section. A school district that is withdrawn under this paragraph may not
19receive any additional aid under sub. (3).
AB64-ASA1,754,220 (b) If a school district employee holds more than one position in each district
21and each position is covered under a shared services plan approved under sub. (2),
22each school district may receive aid under sub. (3) for only one of the positions covered
23under the shared services plan. In the event the school districts whose shared
24employee holds more than one position under the shared services plan would be
25eligible for more than one category of aid payment under sub. (3) (a) 1. a. to c., the

1department shall pay the higher aid amount to each school district for that shared
2school district employee.
AB64-ASA1,754,5 3(5) No later than February 1, 2019, the department shall submit to the joint
4committee on finance a report containing all of the following information about the
5program under this section:
AB64-ASA1,754,76 (a) The number of school boards that jointly submitted an application and
7shared services plan to participate in the program.
AB64-ASA1,754,98 (b) The number of shared services plans approved by the department and the
9name of each school district participating in each such plan.
AB64-ASA1,754,1110 (c) The number of administrative personnel positions to be shared under a
11shared services plan under this section.
AB64-ASA1,754,1212 (d) The amount of funding encumbered under this section to date.
AB64-ASA1,754,1513 (e) The total anticipated reduction in salary and fringe benefit costs by each
14school district participating in a shared services plan and by all school districts
15participating in a shared services plan.
AB64-ASA1,1477d 16Section 1477d. 115.436 (3) (a) of the statutes is amended to read:
AB64-ASA1,754,2017 115.436 (3) (a) Beginning in the 2009-10 school year, from the appropriation
18under s. 20.255 (2) (ae) and subject to pars. par. (b) and (c), the department shall pay
19to each school district eligible for sparsity aid $300 multiplied by the membership in
20the previous school year.
AB64-ASA1,1480p 21Section 1480p. 115.436 (3) (ap) of the statutes is created to read:
AB64-ASA1,755,422 115.436 (3) (ap) In the school year in which a school district consolidation takes
23effect under s. 117.08 or 117.09 and in each of the subsequent 4 school years,
24notwithstanding sub. (2), the department shall pay the consolidated school district
25sparsity aid in an amount that is not less than 50 percent of the aggregate amount

1of sparsity aid received by the consolidating school districts in the school year prior
2to the school year in which the consolidation takes effect. This paragraph does not
3apply to a school district created by a consolidation under s. 117.08 or 117.09 that
4takes effect before July 1, 2019.
AB64-ASA1,1480r 5Section 1480r. 115.436 (3) (b) of the statutes is amended to read:

16school district that received aid under this section in the previous school year but
17does not satisfy the requirement under sub. (2) (a) in the current school year $300

23March, the department shall pay to each school district an amount equal to the
24average of the number of pupils enrolled in the school district in the current and 2
25preceding school years multiplied by $75 in the 2013-14 school year, by $150 in the

12014-15 and 2015-16 school years, and by $250 in the 2016-17 school year, by $450
2in the 2017-18 school year, by $654 in the 2018-19 school year, and by $630 in
each
3school year thereafter. The department shall make the payments from the
4appropriation under s. 20.255 (2) (aq).

AB64-ASA1,756,7 6115.438 Personal electronic computing devices; grant program. (1) In
7this section:
AB64-ASA1,756,88 (a) “Membership" has the meaning given in s. 121.004 (5).
AB64-ASA1,756,109 (b) “Personal electronic computing device” means an electronic computing
10device that satisfies all of the following criteria:
AB64-ASA1,756,1111 1. The electronic computing device is a mobile device.
AB64-ASA1,756,1312 2. The electronic computing device is assignable to an individual pupil to be
13used solely by that pupil.
AB64-ASA1,756,1414 3. The electronic computing device may be used to access the Internet.
AB64-ASA1,756,15 15(2) Any of the following may apply for a grant under this section:
AB64-ASA1,756,1616 (a) A school board.
AB64-ASA1,756,1717 (b) An operator of a charter school under s. 118.40 (2r) or (2x).
AB64-ASA1,756,1818 (c) The governing body of a private school.
AB64-ASA1,756,1919 (d) A tribal school.
AB64-ASA1,756,21 20(3) A recipient of a grant under this section may use the grant only for the
21following purposes:
AB64-ASA1,756,2222 (a) To purchase personal electronic computing devices.
AB64-ASA1,756,2323 (b) To purchase software for personal electronic computing devices.
AB64-ASA1,757,3
1(c) To purchase curriculum, including any related educational content or
2materials, a portion or all of which includes content that may be accessed on a
3personal electronic computing device.
