9a portion of the instruction is provided through means of the Internet, and the pupils
10enrolled in and instructional staff employed by the school are geographically remote
11from each other. “Virtual school” includes a virtual charter school.
AB64-ASA1,782,1612 (b) A virtual school need not provide any instruction required under sub. (3) in
13a manner that requires the pupils receiving the instruction and instructional staff
14providing the instruction to be together in the same geographical location. A virtual
15school may provide all of the instruction required under sub. (3) through the means
16of the Internet.
AB64-ASA1,1506m 17Section 1506m. 118.16 (2) (c) of the statutes is amended to read:

2guardian has refused to receive electronic communication, electronic communication

AB64-ASA1,784,148 118.19 (1m) (a) The department of public instruction may not issue or renew
9a license or permit or revalidate a license that has no expiration date unless the
10applicant provides the department of public instruction with his or her social
11security number. The department of public instruction may not disclose the social
12security number except to the department of revenue for the sole purpose of
13requesting certifications under s. 73.0301 and to the department of workforce

8expenses, medical expenses or other expenses related to the support of a child or
9former spouse or if the applicant, licensee or permit holder fails to comply, after
10appropriate notice, with a subpoena or warrant issued by the department of children
11and families or a county child support agency under s. 59.53 (5) and related to
12paternity or child support proceedings.
AB64-ASA1,1511 13Section 1511 . 118.19 (1s) (a) of the statutes is amended to read:
AB64-ASA1,785,1814 118.19 (1s) (a) Notwithstanding subs. (1m) and (1r), if an applicant does not
15have a social security number, the applicant, as a condition of applying for, or

AB64-ASA1,786,1720 118.19 (3) (a) No license to teach in any public school may be issued unless the
21applicant possesses a bachelor's degree including such professional training as the
22department by rule requires, except as permitted under par. (b) and ss. 115.28 (17)
23(a), 118.191, 118.1915, 118.192, 118.193, and 118.194, and 118.197. Notwithstanding
24s. 36.11 (16), no teacher preparatory program in this state may be approved by the
25state superintendent under s. 115.28 (7) (a), unless each student in the program is

1required to complete student teaching consisting of full days for a full semester
2following the daily schedule and semester calendar of the cooperating school. No
3license to teach in any public school may be granted to an applicant who completed
4a professional training program outside this state unless the applicant completed
5student teaching consisting of full days for a full semester following the daily
6schedule and semester calendar of the cooperating school or the equivalent, as
7determined by the state superintendent. The state superintendent may grant
8exceptions to the student teaching requirements under this paragraph when the
9midyear calendars of the institution offering the teacher preparatory program and
10the cooperating school differ from each other and would prevent students from
11attending classes at the institution in accordance with the institution's calendar.
12The state superintendent shall promulgate rules to implement this subsection. If for
13the purpose of granting a license to teach or for approving a teacher preparatory
14program the state superintendent requires that an institution of higher education
15be accredited, the state superintendent shall accept accreditation by a regional or
16national institutional accrediting agency recognized by the U.S. department of
17education or by a programmatic accrediting organization.
AB64-ASA1,1512 18Section 1512 . 118.19 (4m) of the statutes is amended to read:
AB64-ASA1,786,2419 118.19 (4m) The state superintendent may not issue or renew a license to teach
20the visually impaired unless the applicant demonstrates, based on criteria
21established by the state superintendent by rule, that he or she is proficient in reading
22and writing braille and in teaching braille. In promulgating rules under this
23subsection, the state superintendent shall take into consideration the standard used
24by the librarian of congress for certifying braille transcribers.

16employed by a school district for 5 or more consecutive years, the department shall
17invalidate the lifetime license. An individual whose lifetime license has been
18invalidated under this paragraph may not revalidate the lifetime license until the
19individual applies for and obtains a provisional license under par. (a) and obtains the
20certification required under par. (b) 3. a.

22development program to prepare employees of the school district, private school, or
23charter management organization who work closely with students to successfully
24complete the requirements for obtaining a permit under s. 118.192 or an initial

1teaching license under s. 118.19, including any standardized examination prescribed
2by the state superintendent as a condition for permitting or licensure.
AB64-ASA1,791,83 (b) To implement the teacher development program designed under par. (a), the
4school board, governing body, and charter management organization shall allow
5employees who are enrolled in the program to satisfy student teaching requirements
6in a school in the school district, in the private school, or in the charter management
7organization, and the partnering entity under sub. (1) shall prepare and provide
8intensive coursework for participating employees.
AB64-ASA1,791,119 (c) The school board, governing body, and charter management organization
10shall permit an individual who does not hold a bachelor's degree to enroll in a teacher
11development program developed and implemented under this section.
AB64-ASA1,791,14 12(3) Notwithstanding s. 118.19 (3) (a), the department may issue an initial
13teaching license to an individual who completes a teacher development program
14designed and implemented under this section.
AB64-ASA1,1524g 15Section 1524g. 118.197 of the statutes is created to read:
AB64-ASA1,791,19 16118.197 Initial license to teach; alternative preparation programs. (1)
17Notwithstanding s. 118.19 (4m), (6) to (9), and (12) to (14), the department shall grant
18an initial license to teach to an individual who is eligible for licensure under s. 118.19

22program operated by a nonstock, nonprofit organization described under section 501

12. The organization has been operating an alternative teacher certification
2program for at least 10 years.
AB64-ASA1,792,53 3. The organization requires candidates to pass a subject area exam and the
4pedagogy exam known as the Professional Teaching Knowledge exam to receive a
5certificate under the alternative teacher certification.
AB64-ASA1,792,10 6(2) A license under sub. (1) authorizes an individual to teach the subject and
7educational levels for which the individual has successfully completed an alternative
8teacher certification program. The department shall treat an initial license to teach
9granted under sub. (1) in the same manner the state superintendent treats an initial
10license to teach granted in accordance with s. 118.19.
AB64-ASA1,1525 11Section 1525 . 118.21 (2) of the statutes is amended to read:
AB64-ASA1,792,2012 118.21 (2) Any person who contracts to teach in any public school shall file in
13the office of the school district administrator, within 10 days after entering into such
14contract, a statement showing the date of expiration, if any, and the grade and
15character of certificate or license held. In any school district not having a school
16district administrator, the statement shall be filed with the school district clerk.
17Teachers employed by a cooperative educational service agency shall file the
18statement in the office of the agency coordinator. No order or warrant may be issued
19by the school district clerk in payment of the salary of any teacher, unless the teacher
20has complied with this subsection.
AB64-ASA1,1528m 21Section 1528m. 118.33 (1m) (a) 1. of the statutes is amended to read:
AB64-ASA1,793,522 118.33 (1m) (a) 1. Beginning in the 2016-17 school year, no school board,
23operator of a charter school under s. 118.40 (2r) or (2x), or governing body of a private
24school participating in a program under s. 118.60 or 119.23 may, except as provided
25in subd. 2. and subject to the policies under sub. (2) (m), grant a high school diploma

1to any pupil unless the pupil takes, during the high school grades, a civics test
2comprised of 100 questions that are identical to the 100 questions that may be asked
3of an individual during the process of applying for U.S. citizenship by the United
4States Citizenship and Immigration Services and the pupil correctly answers at least
560 65 of those questions.
